A series of method about flood resources utilization based on reservoir operation was put forward on the foundation of probing into its theory support, necessary condition and effect in practice, these including dynamic control of the limit water level by stage, flood optimal operating chart etc. Besides, the risk and benefit problem existed in reservoir operation related to flood resources utilization was lucubrated. The main results of this paper are as follows:(1) Combining with research on flood characteristic and disciplinarian, the intrinsic coherence of diversified flood resources utilization method based on reservoir was analyzed; particular discussion was carried through on those problems related closely to reservoir operation such as the cause of rainstorm and its scale, flood characteristic of catchments etc. The usability of weather forecast and flood forecast information was analyzed, furthermore, the rough sets theory and knowledge discovery mechanism was introduced to dealing with rainfall forecast information, the results indicates that these fuzzy and qualitative information could be important evidence to guide reservoir operation for flood resources utilization.(2) Taking Ankang reservoir for example, a flood forecast operation mode based on 6 hours runoff forecast information was put forward, from several aspects of different flood frequency, different flood year type and different initial water level of flood routing, contrast analysis was spread between the outcome of normal operation and flood forecast operation, which indicates that flood forecast operation mode was not only propitious to the safety of flood prevention, but also to water resources utilization for the sake of its better operation effects.(3) The method of dynamic control of limit water level by stage or by grade was put forward. Based on study of flood season division by stage introducing fractal theory and its corresponding limit water level in each stage, taken static limit water level in each stage as the lower value of corresponding dynamic control scope, and educed the upper value of every dynamic control scope by adopting improved beforehand discharge capability constraint method, therefore, the scope of dynamic control of the limit water level was determined。Finally, The method of dynamic control of limit water level by grade was put forward, and it has proved further that the method could gain more available water resource for power generating by its application to a real flood.(4) Based on the research on reservoir inflow rule, especially, flood rule and flood season division by stage, a flood prevention optimal operation model was put forward for the first time for water resources utilization considering the weightiness of flood operation in late flood season. An effective approach of flood water resources utilization was discussed by taking flood routing as object based on reservoir operation in late flood season. By combining Genetic Algorithm with simulating method, optimized calculation was carried out and a flood prevention optimal operation chart of Ankang reservoir in late flood season was established aiming at water resource utilization, moreover, its validity and advantage was verified by analysis of simulating flood operation using normal method and optimal operation method respectively.(5) On the basis of analyzing to risk concept and various of risk related problem in water resource utilization based on reservoir operation, the risk in flood prevention of reservoir was lucubrated firstly taking no account of flood forecast and weather forecast information, the risk ratio was calculated when the reservoir stored in different water level surpassing its limit water level, and the discharge time needed as the water level descent to limit water level was educed when generator units run in a full opened manner. Subsequently, still taking Ankang reservoir for example, the risk of flood forecast and rainfall forecast information application was analyzed by introducing information diffusion theory, furthermore, it was discussed that the risk problem of reservoir operation taken these forecast information application into account, the definition and calculating method of flood prevention risk ratio based on reservoir was put forward in case of the rainfall forecast had failed. Finally, the benefits in reservoir operation for water resource utilization purpose were analyzed from different point of view.This paper emphasizes not only on theoretically research but also on practical application, each method discussed in the paper was verified by an example, some new and front-edge knowledge involving information science and fractal theory was applied, some new viewpoints, models and methods was put forward, and some achieved results are advanced, practicable and credible. At the same time, the research results could be adopted by other reservoir for flood operation and water resource utilization.
