Utilization of flood resources is always regarded as the hot spot of academic circles recently, especially, which is obvious in the fields of controlling dynamically the limited level of reservoirs on which much research has been done by many scholars. However, how to implement the dynamic control of reservoir limited flood level is a key to the flood water utilization unless changing the original function of the reservoir, lowering the level of reservoir and changing the flood control standard, changing the designed flood, increasing the new flood control project and the number of imigrantion. How to implement safely and effectively the dynamic control of Ankang reservoir limited flood level is comprehensively studied in the paper, based on the analysis of the flood, storage and discharge capacity of Ankang reservoir and the results of analysis in the accuracy of weather and flood forecast system. The content and production of the research is made up of the following parts.(1) The grade of flood peak is classified based on the method of golden section, then the method of statistical probability is adopted to study characteristics of inflow flood of Ankang Reservoir. Through annlyzing the complexity of series of flood peak at Ankang Reservoir by complexity theory, the characteristics of complexity and the change trend of the complexity C0 is gained. Intervals between floods, characteristics of infrequent floods and occurrence time of final flood in the flood recession period are analyzed at Ankang station.(2) The time of level fluctuating from over-impoundment level to flood control level can be regarded as intervals between floods, and the over-impoundment levels can be calculated according to intervals between floods. The time of level fluctuating from profitable water level to flood control level is caculated under different combination of discharge and various inflow, also storage and discharge capacity of Ankang reservoir.(3) The domain of the dynamic control of Ankang reservoir limited flood level is calculated based on the method of pre-release and pre-storage. Then the particular steps of pre-release and pre-storage are discussed. The method of capacity of pre-release and prediction error and statistics of intervals between floods is carried out risk assessment after Ankang reservoir implemented the dynamic control of reservoir limited flood level. The detailed plan of operation according to experience of resesvoirs for Ankang resesvoir is established.(4) The hydrological year of the forecasting year can be gained with the two methods which are forecasts based on multi-scales analysis and neural network and grey Markov model. Finally, the plan of operation is made out based on the different hydrological year.
