In 21th century, the short of water resources has been main factor to affect the development of economic and society. The seventy percent of gross Water is used to irrigate agriculture, so how to saving water and develop saving agriculture has been main attack direction for developing agriculture of world. Specially in our country which the agricultural production great nation, the agriculture irrigation water consumption continuously all occupies highly difficult under. How to save water, the saving water agriculture research already have many reports and the related achievement comes out, but the soil composed structure and the moisture content transportation research to soil itself also basically in traditional research, obviously these traditional research straightened up constrained by the method as well as past experimental method relative backwardness, it promulgated the soil composition and the soil moisture transportation essence cannot satisfy the soil science development. In this paper,we main used the fractal theory which has the unique superior to the complex system to analyze soil in hill region, which have the typical nature, universal existence in the southern of our country. The fractal theory started in the 20th century 50's, developed in the 20th century 70 - 80's, maturely in 20th century last stages.
