There exists a direct relationship between the information resource and the development of military medicine, because the information resource serves as the information support for the scientific research of military medicine. As Military medicine has a highly interdisciplinary nature, the information resource of military medicine has a blur boundary with that of other disciplines. Furthermore, the number of information resource of military medicine is huge. The accurate collection of the core and characteristic resource becomes the biggest problem facing the information resource construction of military medicine. Therefore, it has a great practical significance to strengthen the research of The Information Resource Optimization Of Military Medicine(IROMM), constantly improve the quality of core resource, increase the rate and the cost-effectiveness ratio of the collection meeting the users’ needs, with the purpose of satisfying the realistic, potential and future information demand of military medicine.This paper consists of six chapters. It explores the specific method of IROMM based on the research institutions of military medicine, which provides a path for the characteristic resource construction. Meanwhile, the standard procedure of IROMM is also established and the models of collection evaluation and resource selection of military medicine are constructed from the perspectives of the requirement, quality and cost. In order to provide the auxiliary decision support with the method of document information mining for IROMM, the multidimensional strategy of IROMM is developed with the literature analysis and knowledge mining.The first chapter summarizes the developing status of information resource construction of military medicine, pointing out the serious deficiencies of the resource acquisition funds and the existing problems in the satisfaction of users’ information needs, the proportion of characteristic resource as well as the optimization procedure. The optimization measures and logic requirements of information resource of military medicine are analyzed respectively.The second chapter is the retrospective study on the theory and method. It discusses the concept of IROMM, reviews the theories and methods of information resource optimization and analyzes the suitable part for military medicine on the basis of the conclusion of the IROMM research. With the introduction of domain analysis, the specific method of IROMM is proposed based on the research institutions of military medicine. Through keywords expansion retrieval, the research institutions of military medicine are collected with semantic analysis and expert consultation, which provides data base for the application of the specific method of IROMM.The third chapter focuses on the system analysis. It analyses the elements, relationships and knowledge evolution of IROMM system, the system structure is presented from the dimension of time, logic and knowledge. The influences of the system environment on IROMM are discussed which include the environment of military medicine, information technology, economy and information resource. The system functions are summarized which include meeting the information needs of military medicine, advancing the theory and technology development of military medicine, putting the economic benefits of the research input of military medicine into full play. The system characteristics are concluded as entirety, hierarchy, dynamics and openness.The fourth chapter is the strategy research. It discusses the objectives of IROMM that are divided into the environment of policy, technology, economy, timeliness. The principles that IROMM should follow are concluded as the systematic, feasible, pertinent and economical ones. Several kinds of index systems and models are taken as the reference, such as index systems and models of electronic resources service performance evaluation and electronic resources evaluation, journal databases evaluation. Besides the strategy decision models of enterprise products are also taken into consideration. The suitable indicators for the resource evaluation of military medicine are chosen, afterwards the models of collection evaluation and resource selection of military medicine are constructed using the analytic hierarchy process. The procedure of IROMM is established which ranges from the information resource evaluation to optimization evaluation.The fifth chapter is an empirical study of IROMM. Foreign periodicals and periodical full-text databases are chosen as the research object and Web of Science is chosen as the source database. Following the procedure of IROMM and using the models of collection evaluation and resource selection, the empirical study is carried out to verify the practicability of the models as well as the scientificity of the procedure of IROMM.The sixth chapter is the main conclusions and discussion of the study. The main conclusions are the theories and methods, the optimization strategy as well as the empirical study of IROMM. The innovations of this study are the specific optimization method, the optimization procedure based on the quantitative analysis, the models of collection evaluation and resource selection, as well as the multidimensional optimization strategies. There are several practical problems to be resolved. The models of collection evaluation and resource selection needs to be verified and improved, the ways of resource selection needs to be further expanded, the influence factors of comprehensive collection evaluation needs to be further refined.
