A Study On The Problem Of Democratic Anti - Corruption Of The Chinese Communist Party

Marxist democratic anti-corruption theory is an important part of Marxist theory, also is the theoretical basis for the anti – corruption construction of the Communist Party of China.The essence of corruption is public power being abused, because the masses is the owner of the public power, so using democracy to combat corruption is the basic means of governing corruption. Using democracy to combat corruption requires to combine the building of anti-corruption in the development of democratic politics. Using democratic forms, democratic institutions and democratic means to restraint on and supervision over public power, relying on the active and organised participant of the masses, continuously improve the institutionalized, standardized and scientific level of anti-corruption construction. Absolute power is bound to lead to absolute corruption,decentralization of authority and checks and balances is one of the core elements of modern democratic politics, provide institutional framework for democratic anti-corruption. So, deeply and lastingly promote democratic anti-corruption work needs to construct socialist “power civilization” with Chinese characteristics. Since the Chinese Communist Party’s 18 th National Congress, our Party has given unprecedented attention to building a clean government and anti- corruption struggle, further clarified that tighten the restraint on and supervision over the use of power is the permanent cure of anti – corruption, proposed to establish the power operation mechanism in which the decision-making power, the executive power and the supervision power can restrict and supervise each other. Stressed that the people should supervise power, let the power be operated in the sunshine, locking power in the cage of institution is the fundamental policy. All these opinions profoundly show the importance and urgency of tightening the restraint on and supervision over the use of power at present. At the new stage of strictly administering the Party comprehensively, how to apply democracy to the building of anti-corrupion creatively, how to use democracy to administrate and supervise public power, avoiding the alienation of public power, and how to construct socialist “power civilization” with chinese characteristics, undoubtedly is an important problem of promoting the building of scientific anti-corruption.Based on the former research achievements, this paper discusses in detail the basic principles of democratic anti-corruption from the perspective of democracy, traces Marx, Engels and Lenin’s theory on the democratic anti-corruption of the proletarian party from the theoretical source, summarizes in detail the historical experiences and lessons of democratic anti-corruption of the Chinese Communist Party, analyses in details the challenge of the age facing our party in launching anti-corruption fight, put forwards the strategic conception and the path thinkings about how to apply democracy in anti-corruption building, trys to promote the democratic anti-corruption practice being carried out standardly and orderly.This paper consists of three major parts: preface, body and conclusion. Based on a analysis of the performance and characteristics of China’s current corruption, first affirms the communist party’s democratic anti-corruption struggle has made brilliant achievements since the 18 th national congress, and has distinctive characteristics; Secondly, while affirming the achievements and points out some weakness in the democratic anti-corruption work, in terms of the degree of democracy、 system and mechanism、law construction and culture construction proposed the problem, comes to a conclusion that democratic anti-corruption situation is still grim, the task is still arduous. This chapter provides the objective and realistic basis to promote democracy anti-corruption work in the new period.The fifth chapter put forwards the strategic thinking of the Chinese Communist Party’s democratic anti-corruption in the new stage. We should strive to explore and improve these effective path, actively promote the Party’s democratic anti-corruption work smoothly.
