Industrial innovation is the basis for the national innovation system. For thedeveloping countries, they are behind in technology, the transfer and imitation oftechnology are the more common ways to upgrade the industrial technologicalcapabilities, but easily lead to technological dependence and pay a heavy economic price.To change the passive situation of industrial technology, they must rely on independentinnovation. But in disadvantaged circumstances of technology infrastructure, humanresources, financial strength etc. how to achieve industrial technology throughinnovation to catch up, is still a need to continue to explore the issue. China’sTD-SCDMA, with the first generation and second-generation mobile communicationtechnology completely based on the monopoly of foreign industry, relying onindependent research and development, completed independent innovation on the basisof almost empty industrial, established covering the whole industry chain and completedtechnical system. in the third generation mobile communication technology field,TD-SCDMA can equally compete with foreign technology and achieved thetechnological catch-up of mobile communications industry. And follow the evolution ofTD-SCDMA, TD-LTE technology has been in the international competition preliminarydominant position, is expected to achieve technological lead.As the key technology to promote the economic and social information, mobilecommunications technology is related to the value of hundreds of billion dollarsindustry’s competitiveness and national information security, and therefore is ofimportant political and economic significance. Review of TD-SCDMA R&D andindustrialization process, to force in the industry from scratch, based on extremely weakin foreign competitors WCDMA, CDMA2000disparity in capital, technology andmarket strength contrast gradually develop and grow, it can be said through of anextremely difficult road, for our technology latecomer in the case of the implementationof industry-level innovation strategy, has important reference significance.During the development process of TD-SCDMA, we can clearly see that thegovernment supports is one of the important factors, and in support of the government’svarious initiatives, R&D subsidies played a major role, especially in the several keynodes of the development of TD-SCDMA industry, the government’s R&D subsidiesplayed a pivotal role. In the start-up phase of TD-SCDMA, corporate R&D funding in thedecision-making was on a dilemma. Through the establishment of game model, discussthe government subsidies for R&D decision-making conditions, and analyse actualgovernment subsidies.In the TD-SCDMA industrialization stage, the Government’s R&D subsidiesincreased further. By constructing three stage game model, based on the discussion of areasonable efforts to subsidize, estimates the possibility of crowding out and extrusionconditions of government subsidies on the company’s own R&D investment funds.Comparing the amount of investment, business productivity and social welfare underdifferent amount and way of subsidies, the paper analyzes the optimal manner and thecorresponding optimal amount of the different industrial stage of government R&Dsubsidies, and analyzes the practical R&D subsidies for TD-SCDMA made bygovernment, and makes recommendations for improvement.Follow-up to the TD-SCDMA technology diffusion stage, TD-LTE has initiallyoccupy a favorable leader, but its supply chain system and consumer market presentsmore international characteristics and thus must be considered whether the government’s R&D subsidies will be more transferred into foreign suppliers and consumers’ welfare.Model-based estimates, how the Government should come under different R&D andmarket characteristics, choose a different way of subsidies and the correspondingproportion of subsidies.For the urgent needs of internal vertical coordination and coordination difficultiesof R&D investment in TD-SCDMA industry chain, the paper builds model simulationsdiscussing barrier conditions of vertical coordination, possible coordination ratio andanalyzes its influence on industrial and social welfare. Based on the specificcircumstances of vertical coordination of R&D investment in TD-SCDMA industrychain, further discusses how the government select the optimal R&D subsidy policies interms of different organization of the industry chain.Governmental R&D subsidies are an important variable which influenced in theprocess of TD-SCDMA industry. Depth research and analysis of the subsidy strategies atdifferent development stages can help to better understand, evaluate the policy on therole of independent innovation. It can also help to provide the Government withreference to theory and practice in order to better support for our other technologiesbehind the industry, to achieve technological catch-up through innovation.
