The Present Situation Analysis And Countermeasure Study Of Government Procurement System In China

Since reform and opening up,improve the development of market economy system in China,government procurement has made great progress,such as the expansion of scale and scope of government procurement,continuously realizes our country government procurement policy function,promote the economic and social development of country.Since the implementation of the reform system in the 1990s,China has initially established a government procurement market with relatively perfect legal system,reasonable procedures,effective supervision and clear policies.The establishment of the government procurement system has played an active role in improving the management of fiscal expenditure,the efficiency of the use of fiscal funds and the ability of the government to strengthen macro-control.Therefore,China should continue to improve the relevant system of government procurement and give full play to the role of government procurement.Short time due to our country government procurement system,relevant supporting mechanism is not perfect,lead to in carrying out the system in our country had many problems,such as imperfect laws and regulations of the government procurement system,government procurement budget and the government procurement supervision system is not perfect,etc.,the existence of these problems is not conducive to effective play to the role of the government procurement system,reduce the efficiency of the government procurement department.Therefore,China must firmly the reform direction of the government procurement system,correct the function of the government procurement system,the article the basic theory of government procurement,to previous research results,combining quantitative and qualitative methods,to our country government procurement system present situation and existing problems were analyzed,and through the research on government procurement system in developed countries,absorb the advanced developed countries for reference of the government procurement system,put forward the perfect our country system countermeasures and Suggestions,in order to our country government procurement in the path of scientific standardization and legalization,make positive contribution to China's socialist economic construction.
