Research On The Grain Production In Central Region Of China

In recent years, China’s supply and demand of the main foods were overall balanced, but food problem is still the most important event of our country. Because food is the key commodity for steadying price and popular feelings, it is the foundation of economic development, social harmony, and nation self-support, and it relates to the economic independence and security, and the social stability. In addition, food safety problem in the face of global climate change can also not be ignored.The Central Region of China has the notable location advantage and a lot of good conditions of accelerating the development of the rural economy, in which, the advantage of grain production is particularly obvious. The Plan to Boost the Rise of Central Region (abbr. Plan) was discussed and passed by the State Council on September23,2009. It proposed to construct Three Bases and One Hub project, which provided a rare opportunity for the development of the Central Region, especially for the grain production. Among the Three Bases, the most important one is the grain production base. It is clearly noted in the Plan that the government should focus on strengthening the building of grain production bases, improving the agricultural comprehensive production capacity, and building the Central Region as the grain production base with high and stable yield. So, this thesis researches on the problem of food production of the Central Region has important theoretical and realistic significance.The full paper is divided into three parts:The first part is Introduction. Mainly elaborated the research background and significance, the related literature reviews, the research content and method, and the innovation and shortage of this research.The second part includes chapter1, chapter2and chapter3. This part mainly discussed the essentiality of grain production of the Central Region through a large amount of data.The title of chapter1is the Grain and the Development of Economy and Society. Mainly analyzed the two reasons for the grain is the foundation of national economy base and the importance of grain issue in current China, respectively. For the first reason, we give an in-deep analysis from the following four points:grain is the material basis of human survival, it is in the first place in agriculture,it holds the foundation status in national economy, and it is the important goods and materials to resist natural disasters. Then, we discussed the second one mainly from the following four aspects:food is the basis to achieve steady and rapid economic development, it is the important basis of national security, it is the base for stabling price level and managing inflation expectations, and it is the powerful safeguard to deal with the crisis.Chapter2mainly expatiated the current situation of grain production of global and China, through a large number of data. Firstly, we described the global wheat production status, the global rice production status, and the global roughage production situation. Secondly, we presented the production status of wheat, rice, corn, and soya in China.In chapter3, the status and evaluation of grain production of Central Region were discussed mainly from the following four aspects:the current situation of grain production of Central Region, the comparison between China’s four major grain production regions, the advantages and disadvantages of the grain production of Central Region. First of all, we described the situation of grain sows area and crop, and main grain breed of the Central Region. Secondly, we presented the current grain production status of East Region, West Region, and Northeast Region in China, and compared them with Central Region, respectively. Thirdly, we analyzed the advantages of the grain production of the Central Region from good geographical climate condition, rich in natural resources, water edge, developed traffic, advantage of science and technology, and multiple grain varieties. At last, we discussed its disadvantages from the following five aspects:farmland area is little and poor quality, water resources shortage is severe, natural disasters are frequently occurring, rural labor force is gradually reduced, and agricultural technology service system is not perfect.Chapter4,5,6, and7composes the third part of this article. Mainly selected food processing, innovation of agricultural science and technology, infrastructure, and market system these four influence factors to conduct a detailed analysis of their relationships between grain production, respectively. Chapter4is Food Processing Industry and Grain Production of the Central Region. Mainly studied the effect of food processing on food production, the situation of grain processing industry, the existing problems, and the countermeasures to promote the development of grain processing industry of the central region. First of all, we presented the meaning of food processing and food processing industry, and the function of food processing on the grain production. Secondly, we described the status of production capacity, products yields, and major economic indicators of the Central Region’s grain processing industry. Meanwhile, we give an in-deep analysis on the situation of grain processing industry of the six central provinces, from the quick development of grain industrialization, the rapid development of leading enterprises, the significant improvement of technology and equipment levels, and the achievements of deep processing. Thirdly, we discussed the existing problems from the following six points:development mode is still extensive, quality standard system is not perfect, scientific and technological innovation ability is weaker, processing control mechanism is not perfect, the cost of production is still higher, and the processing industrial chain is too short. Lastly, we gave some countermeasures, such as:increasing the preferential supported policies to create a good environment for development; strengthening food quality and safety supervision to promote the healthy development of the industry; strengthening the support of agricultural science and technology to construct the innovation platform; improving the government macroscopically adjusting control to give full play to the role of industrial policy; expanding the skeleton and leading enterprises to enhance the level of industrial development; enhancing the construction of grain famous brand to implement the strategy of "go out".In chapter5, we mainly researched the effect of innovation of agricultural science and technology on food production, the situation of innovation of agricultural science and technology, the existing problems, and the countermeasures to promote the development of innovation of agricultural science and technology of Central Region. At first, we presented the meaning of innovation of agricultural science and technology and innovation of grain science and technology, and the function of innovation of agricultural science and technology on the grain production. Then, we described the status of innovation of grain science and technology from promoting grain increase production, enhancing resilience, and improving the level of scientific research these three aspects, respectively. Thirdly, we discussed the existing problems of innovation of grain science and technology, such as the lack of talent, the insufficient investment, and the independent innovation capability is not strong. Finally, we gave some countermeasures to solve the above problems from the following aspects:raise the ability of anti-calamity, and achieve the goal of increase of grain production; accelerate the transfer of rural labor force, and improve the farmers’quality of science and technology; increase the fiscal guarantee mechanism, and establish the investment mechanism of grain science and technology; strengthen the government, industry, university, institute, and farmer alliance, and expedite the development of innovation of grain science and technology; encourage food industry foreign communion, and actively introduce foreign advanced experience; strengthen the construction of science and technology talent team, and cultivate innovation team of food science and technology.Firstly, chapter6discussed the effect of infrastructure on food production. Secondly, presented the current situation of Central Region’infrastructure from rural traffic, rural water conservancy, rural education, and rural energy these four aspects. Thirdly, pointed out the existing problems of the above four infrastructures, such as rural traffic integral development is insufficient, rural water infrastructure is still weak, the development of rural education is dropping behind, and rural energy development level is also lagging behind. Lastly, we gave some countermeasures to solve the above problems from the following aspects:supporting for rural traffic construction, improving the construction of water conservancy project, strengthening the training and education of farmers, and speeding up the construction of rural energy.Same with the above chapters in the third part, the effect, the situation, the existing problems, and the countermeasures to promote the development of grain production market system of Central Region were studied in chapter7. First of all, we discussed the effect of market system on food production. Then, we presented the current situation of Central Region’grain market system from its form, management, function, main body, and type these five aspects. Thirdly, we pointed out the existing problems which including the growth of grain market main body is insufficient; the development of grain market is not perfect; and the relevant policy and market environment for development is not ideal. Finally, we put forward some countermeasures to solve the above problems from the following aspects: strengthening the construction of food buy market and perfecting the food buy network; strengthening the construction of food retail market and perfecting food retail network; and strengthening the construction of food wholesale market and perfecting the grain wholesale market system.
