Engineering Consultation is the major part of modern service industry, and theleading industry of economic and social development. It plays an important role inimproving investment in scientific decision-making, ensuring the quality andefficiency of investment and construction, promoting the sustainable development ofeconomic and social. As Compared with developed countries, engineeringconsultation in China started late, and the foundation is weak. The overall level ofdevelopment is incompatible with the requirements of economic and socialdevelopment. What we talk about in this thesis is significant to abundant theory ofrailway project management, enhance the service capacity of the engineeringconsultation vocation in China, and push the healthy development of Chinese railwayconstruction forward.The paper insists on basic direction of combining theory with practice, andadvanced character with the feasibility. Adopting research methods of takingnormative analysis and empirical research together. To consider the followings:1. Research on service product and model of engineering consultation. First,introduce the whole process, all elements of, system-wide of management thoughtsinto the product innovation of engineering consultation. Second, designed two modesof operation that Sino-foreign joint organize and network organize. Have constructedbusiness platforms based on knowledge management.2. Research on service quality evaluation innovation of engineering consultation.Leading the indicators of sustainable development into the service quality evaluation.Taking the quality of results(technical quality) and process quality(functional quality)into account. Evaluating service quality of the project greatly improves the scientific,practical and sustainability of the appraisal.3. Research on risk management innovation of engineering consultation. Pullingone-class classification method based on SVDD into risk warning of engineeringconsultation. Merely rely on a sample of a class of low-risk projects rather than orhardly demand a sample of high-risk projects can training and establish the classifier,in order to have risk warning in this small sample project of engineering consultation.In addition, as a carrier of the series of innovations in this thesis, theZhengzhou-Xi’an high-speed railway passenger line consulting projects are as an example, with empirical research, provides a typical engineering case for theengineering consultation management and innovation in China.
