| Since the reform and opening up, the performance of western region’s economic development is impressive, especially with the launch of Western Development Strategy in the late1990’s and the implementation of a new phase of the strategy. As the main supplier in the country’s energy security system of, the status of regional development strategy of Western China is particularly important. Traditional development model is in an extensive and inefficient way. The extensive exploitation of energy and resources makes very fragile ecological environment of the western regions become over burdened, which leads to a conspicuous contradiction 3Es. According to the national strategy of "five in one", each region should give full consideration to energy, economy and environment to coordinate the relationship between three systems.On the basis of summarizing the predecessors’ research results, with 3E system coordinated development theory, endogenous growth theory and productivity theory, energy economy theory and other related theoriesas the instruction, this paper takes the western region as the research object, and the production structure adjustment, energy efficiency, technical progress and the influence of the interaction of economic growth as the main line, and firstly built the energy, environment and economy coordinated development evaluation index system and evaluation system, according to the evaluation results, the eleven provinces, cities and autonomous regions in the western region (because of the unavailability of data for Tibet Tibetan autonomousregion, this paper does not study the area) are divided into coordination degree of low-alcohol disorder region and coordination degree of moderate disturbance region as well as serious imbalance regions. Based on the status quo about economic development, energy consumption, environmental pollution in the three areas, this paper uses the measurement method off actor decomposition model, pulse effect and variance decomposition to do the comparative analysis of the effect on ecological environment quality caused by energy consumption due to the economic development in those regions. We found that due to the differences innatural environment, industrial structure and level of economic development in different regions, the effect of energy consumption intensity and energy consumption structure on environmental quality changes vary so as the function. The result of the further empirically test of the possibilities of coordinated development of the western region 3E system show that the short-term economic development will aggravate ecological environment damages, while the speed of deterioration of the ecological environment is diminishing; the long term development, due to the internal mechanism of the interaction 3E system, makes the economy-energy-environment (3E) system tends to development coordinately. In this paper, we provide the support of quantitative models to explore the coordinated development of 3E system in the northwest provinces and reference for there gulatory policies intending to promote the western provinces’3E system coordinated development.Overall, energy consumption structure which is still dominated by fossil energy, economic development in the western regions is also conventionally high in energy consumption and pollution. Due to the tremendous contradictions between the features of fossil fuels and rapid economic growth,and a large number of environmental problems arising from the consumption of fossil fuels is also highlighted, no matter whether it is a regional sulfur dioxide ornitrogen oxides, or global climate change, or increasing industrial waste,they have caused increasing environmental pollution,which severely constrained the improvement of the quality of life and promotion of the level of economic development. To completely get rid of the dependence on traditional energy sources and the extensive mode of economic development, we have to change the economic growth mode, reduce energy consumption, implement’high-yield & low-consumption’ strategy, and actively develop new industries, especially in the tertiary industry, improve energy efficiency with the help of technological innovation, vigorously develop the application of green energy, promote the transformation of energy consumption,establish harmonious development pattern of man and nature, improve energy efficiency and conversion of energy consumption structure, and comprehensively promote energy conservation and other clean technology, in order to completely reverse the current uncoordinated status of 3E system, and to realize the increasing of economy without pollution.
