The Research On Coordination Appraisal Of The System Of Economy, Energy And Environment In Liaoning Province

In the context of the global financial crisis, the constraint of economic growth as the main task of social development, the mode of economic development mainly driven by exports and investment and the trend of heavy industry-oriented, how knows the coordination of the system of economy, energy and environment and the connection of their dependences in the existing system environment and the industrial structure pattern and how to imitate the characteristic of change and to found out the appropriate policy in order to relieve energy and environment crisis and to provide the sustainable development power for the economic growth have important meanings. However, this article takes Liaoning Province as the object of study because of non-balanced economic development in our country.The first part of this article is introduction, which mainly introduces the motive and the background. The second part mainly analyses the present situation of Liaoning Province's economy, energy, and environment system. The third part elaborates the reason that measures Liaoning Province's economy,energy and environment system coordination, then introduces extant methods of coordination measures and summarizes these methods advantages and disadvantages, finally choices a method,elaborates the reasons and makes empirical analysis. The fourth part carries on the empirical analysis to the influence factor including economic system's comprehensive development level, energy system's comprehensive development level, environment system's comprehensive development level, industrial structure, economic growth pattern, structure of energy consumption, comprehensive ecological improvement, technical level and so on. The fifth part is the conclusion, the policy suggestion and this article's deficiencies, which suggests some policy proposals according to the fourth part of empirical analysis result.The result show that the system of economy, energy and environment is in basic coordination or total coordination, and the system coordinated primary motors come from the improvement of economic system's comprehensive development level, then energy efficiency's promotion also has the remarkable influence which means that in the current coordinated target systems, the economic factor is still the leading power, and the environment and the energy efficiency are in the weak trend. Moreover, the labor productivity's growth gate, coal consumption of industrial output in million yuan's reduction rate, the carbon dioxide emissions of industrial output in million yuan's reduction rate have significant effects. Of course the proportion of tertiary industry, the proportion of coal consumption, Unit GDP energy consumption and the emissions of industrial waste of industrial output in million yuan are important influence factors.
