The fifth assessment report of IPCC indicated that global warming was beyond doubt. Global warming has brought a series of social, economic, environmental and other aspects of the problems, seriously affected the social and economic development. Land use change was one of the main human activities caused global warming. If we can reduce carbon dioxide emissions through changes in land use patterns, which would not only help to sustainable development of land resources and socio-economic, but also provide a way to address the issue of global warming for the international community.The paper took Taihang mountain area in Shijiazhuang West for cases, analyzed land use changes, and carbon emissions and its effect changes in 2000~2010, forecast land using carbon emissions in different scenes, and proposed programme of optimization land using structure and layout.Contrast land use areas of 2000, 2005, 2010, analyzed temporal changes of land use areas; adopting land use structure entropy, transfer matrix of Land use types, analyzed structural change of land use; using gravity model to calculate the barycenter transfer of different land use types, analyzed level spatial change of land use; from angles of slope, altitude and aspect, analyzed vertical spatial changes of all kinds of land use types.Base on soil, and vegetation type charts and latest research results, estimated soil organic carbon density and biomass carbon density in the study area, calculated land carbon storage; based on the energy consumption data, estimated land use emissions. Contrasting soil carbon storage, vegetation carbon storage, energy carbon emissions and net carbon emissions of 2000, 2005, 2010, analyzed temporal changes of land use emissions. By comparing the distribution maps of soil carbon storage, vegetation carbon storage, energy carbon emissions and net carbon emissions, analyzed spatial changes of land use emissions and that of each County(city, district). From angles of slope, altitude and slope, analyzed vertical spatial changes of soil carbon storage, vegetation carbon storage, energy carbon emissions and net carbon emissions changes in different slopes, altitudes and aspects. Using carbon storage intensity, carbon emission intensity and elastic coefficient of carbon emissions, analyzed effects changes of carbon emissions from temporal, level spatial and vertical spatial angles.Using Markov model forecast land use and its carbon emissions in natural development scene; based on land using general planning, forecast land use and its carbon emissions in planning development scene; using grey more target planning model, proposed low carbon land use structure optimization programme, using CLUE-S model forecast land use space layout; and calculated land use carbon emissions, level spatial distribution and the vertical spatial distribution of the optimization programme. From the perspective of increasing carbon sinks and reducing carbon emissions, proposed low carbon solutions of farmland, forestland, grassland, construction land etc.
