With the development of social economy the public mobile communication has obtained rapid development. Along with the frequent occurrence of social emergencies, the holding of significant activities on politics, economics and culture, and the government’s daily command communication demand on constant affaies, the development of digital trunking emergency communications has been placed on the agenda of the governments at all levels more and more. Many countries set up in the digital trunking emergency communications network covering the whole country, in our country many municipalities directly under the central government, provincial capital cities, and even other areas have built the digital trunking emergency communications network. The digital trunking emergency communication around the world develops rapidly, the shared network operation of digital trunking emergency communication is the main development direction of digital trunking emergency communication.In this thesis four kinds of operation mode and main technical standards in the digital trunking emergency communication operation is outlined at first, and then introduce the comparative study on major domestic digital trunking emergency shared networks of the development background, network stage, network scale and customer scale, network operation, maintenance and service mode, service charges and fees mode in China.Secondly, based on the ideas of Grounded Theory, this thesis puts forward the the study on root causes of the shared digital trunking emergency communication network operation, through the interview or exchanging views with the renowned experts, government officials, as well as senior managers of the digital trunking emergency communication network operatior. The conclusion is getting the external cause and internal cause of digital trunking emergency communication network operation. One of the external causes can be traced to the cost pressure grvernment spending for digital trunking emergency communication construction, maintenance, technology upgrade. The second external cause can be traced to the quickly increasing political pressure from the quick response and demand the governments have to face.The third external driving force is the enhancement of corporate social responsibility for the shared digital trunking emergency communication network operationer. Internal driving force of operating digital trunking emergency communication shared network is due to the demand of raising command scheduling service efficiency relying on digital trunking emergency communication. Using Grouded Theory to discover the root driving force for digital trunking emergency communication network research is the first innovative point of this thesis.Establishing and trying to make the emergency communication digital trunking, network operating system perfect so as to implement the digital trunking emergency communication supply chain’s optimal performance is the goal of digital trunking network operator and is also the goal of the whole supply chain system. This thesis introduces the ideas of supply chain management theory and system dynamics to the digital trunking emergency communication shared network operating system, sets up a digital trunking emergency communication network operating system dynamics model and implements the analyzation, simulation and comparative study. Some important results are verified and In this way get some beneficial ideas and suggestions on the shared network operation development of digital trunking emergency communication. This is the second innovative point of this thesis.The ultimate goal of digital trunking emergency communication network’s operation is to achieve or meet the customers’ demands of digital trunking emergency communication. So for digital trunking emergency communication network operating companies, providing digital trunking emergency communication services to the customer is its obligation.Customers’ satisfaction degree should be pay great attention or focus on and has to be improved continuously. The thesis uses the idea of studying on customers’s satisfaction by analytic hierarchy process (AHP) to discuss customers’ satisfaction of digital trunking emergency communication shared network operation, and build the customer’s satisfaction appraisal model based six target-level indicators and nineteen index-level indicators,,also according the questionnaire survey calculate the customer’s satisfaction degree of one digital trunking emergency communication shared network.So using analytic hierarchy process (AHP) to study on customer’s satisfaction of the digital trunking emergency communication shared network is the third innovative point of this thesis. This first innovative point of the thesis is mainly to answer the sharing operation reason of digital trunking emergency communication network.The second innovative point of the thesis is to furtherly focus on how to realize the sharing operation of digital trunking emergency communication, The third innovative point of the thesis furtherly expounds the how to realize customer satisfaction better,which is the ultimate value goal of digital trunking emergency communication network’s sharing operation.This thesis’research results have strong reference value for understanding the characteristics of emergency communication shared network operation, the driving force of shared network operation both inside and outside,the digital trunkinging system structure and the aspect such as how to improve customers’satisfaction, especially the thesis embodies the application of grounded theory, supply chain management, system dynamics method and analytic hierarchy process (ahp) management theory and methods innovatively, also the thesis opens a new research road for the digital trunking emergency communication shared network’s operation.
