An Empirical Study On The Status Evaluation And Systematical Reform Of The Two-track Pension System

Because of the complicated historical reasons, China currently implements t wo different sets of systems of pension system in institutions and enterprises.With the develop ment of society and economy, the malpractice of double-track pension system gradually emerge d, which not only failed to narrow the income gap in the initial distribution, but further widen ed between institutions and enterprises of the gap and pose a serious challenge to the harmoni ous society. As an item of income redistribution system, the income redistribution effect of pensio n system is affected by different factors of the system. The kernel cause of the two-track pensio n system’s different income redistribution effect, institutions workers’implementation measures, p ayment standards and treatment level are different with enterprise workers’In the final analysi s is that, the fusion and inclusive of the system is not enough, the basic size and coverage is too small, institutions are not to be incorporated into the whole income redistribution system Theref ore, the government should stress procedural justice during the process of pension system refor m, and establish unified endowment insurance system, with focus on the basic endowment insura nee rights and interests of citizens, and the gap part is reflected through occupation pension or en terprise annuity, really play the function of social pension insurance in income redistribution. I n real conditions, endowment insurance income redistribution coefficient is not the smaller the bet ter, it needs to refer to economic and social development stage, to judge and choose appropriate ret irement insurance income redistribution model and implementation scheme on the basis of the re al income gap In the design of the project, survival equity and labor justice are rate lower and upper limit standards of the income redistribution mode shaped by pension system reform. By j udging the two standards, the optimum scheme selection of pension system reform can be made under the actual conditions From the income redistribution effect as the breakthrough point, dra wing on a wide range of prophase research and spot investigation of experts and scholars,this paper makes a situation assessment of initial income distribution and redistribution in Zhejiang province, and then from the singles of system theory, mechanism design and development soc ial policy theory analyzed the relationship between pension system and income distribution gap, and the effect of pension system on income gap, finally it puts forward the implement princi ple and methods of the pension system reform, and effective measures and suggestions through the merger of the two-track pension system to narrow the income gap, hoping to provide so me reference for Zhejiang province and even the national’s pension system reform,so as to na rrow the income distribution gap.
