To establish a science and technology evaluation system reflecting the connotation of scientific outlook on development is the inevitable demand to ensure implement and implementation of scientific outlook on development. The Scientific Outlook on Development put forward the basic principles:maintaining a balanced,and adhere to people-oriented and establish a comprehensive,coordinated and sustainable development and the promotion of economic and social development. Science and technology evaluation based on the scientific outlook on development is distinguish the quality of the development of science and technology based on the scientific outlook on development requirements. Therefore, it is of high significance to establish a science and technology evaluation system based on scientific outlook on development and carry out empirical studies on the levels of country, provincial administrative region and deputy provincial city.This paper is consist of five chapters. The first chapter1is introduction. Chapter2refers to establishing a science and technology evaluation model based on entropy weight and empirical research during year2007-2011of China. Chapter3refers to constructing a science and technology evaluation model based on the matrix distance sequence weighting and empirical study on typical provincial administrative region. Chapter4refers to a science and technology evaluation model based on key factor discrimination and empirical study on deputy provincial cities. In chapter5conclusions and prospects of this paper are presented.The main work of this paper is as follows:Through screening science and technology evaluation indicators and rational analysis, the science and technology evaluation indicator system applied to country level is established. By employing entropy method to objectively weight evaluation indicators, the science and technology evaluation model based on entropy weight is established. The empirical study concentrates on science and technology development during year2007-2011of China.Through R cluster and factor analysis to delete the indicators that reflect insignificant information and have little influence on evaluation result, the science and technology evaluation indicator system applied to provincial administrative regions is established. By drawing matrix distance into Topsis method to weight cross sectional evaluation, the science and technology evaluation model based on matrix distance sequence weight is established. The empirical study is carried out to evaluate science and technology development of14typical provincial administrative regions of China.Through variation coefficient method, the science and technology evaluation indicators for deputy provincial cities are weighted. Positive and negative indicators are standardized. By employing sub-constrains on evaluation indicators, the science and technology evaluation model based on key factor discrimination is established. The science and technology evaluation on10typical deputy provincial cities of China is carried out. Then the key factors of advantage and disadvantage are discriminated, which have significant influence on the evaluation result.The specials and contributions of this paper lie in three aspects.Firstly, it determines the objective weight of the comprehensive evaluation results in different years by means of introducing matrix distance in Topsis, and the empowering ideas that the smaller of the evaluating index with the ideal index, the greater of the weight, is reflected. Thus, the right time to change the existing evaluation results weights in the different periods were subjective determined.Secondly, through comparing the ranking orders of all districts with and without inferior constraint, the bottleneck factors and advantageous factors of all districts are obtained. It solves the difficulty of determining the key factors for all districts. It remedies the existing research’s shortage that the ranking results of evaluation objects are only resented. So the key factors for all districts can not be confirmed.Thirdly, in existing research, to determine which index is important according to index weight factor. The fact can not be reflect that different areas have different important factors.
