China’s current economic development is faced with how to solve the problem of low energyefficiency and environmental protection issues,which are accumulated in the process of reformand opening up,and the energy security and environmental carrying capacity are the key todetermine the quality of economic development in our country in the future.Based on the fullyabsorbing and referencing the relevant research results at home and abroad of energy efficiencyand environmental constraints and the quality of economic growth,we has analysised andempirical research on the theory and practice of the problems that exist in the developmentprocess of China’s current economic which is low speed and high quality, and obtained someimportant judgment and experience support.(1)Considering the influence of the external constraints of energy inputs and undesirableoutputs in the production process, based on the super efficiency model (SSBM),we estimateChina’s total factor energy efficiency of29provinces, and the empirical results show that Beijingand Shanghai are in the forefront of China’s total factor energy efficiency,While the gap of totalfactor energy efficiency is large among other provinces. Based on this, we carried out the basiccalculation and comparison of energy saving and emission reduction in two modes, and test thephased characteristics of rebound effect in the process of economic development in ourcountry.Mode one make all provinces of the country as a sample,and mode two respectively makethe east region, the central region and the wset region as the sample.The empirical results showthat,there is a huge surplus of the size of energy saving after making up the energy gap under thetwo scenarios.From the main influence factors of energy saving and emission reduction point ofview, the rebound effect is not significant before2007,but the rebound effect is significant after2007,and the main factors change which affecting the energy saving and emission reduction.Therebound effect has no significant effect on the discharge of industrial wastewater,and therelaxation of Industrial wastewater discharge under the first scenario has been greater than theindustrial wastewater discharge relaxation under the second scenario,and this shows that energyefficiency is always an important factor affecting the discharge of industrial wastewater. This isone of the main innovation points of this dissertation.(2)Most of the nonlinear characteristics of the relationship between economic growth andenvironmental pollution research, has using the model which is basically the linear model.Toovercome the shortcomings,this study establish panel smooth threshold regression model which isnonlinear.The scatter diagram of the various provinces of China’s economic growth andenvironmental pollution index showed different characteristics and distribution state, and thatshow we set up the model applicability and feasibility. The results show that, China’sEnvironmental Kuznets curve hypothesis can not be established, and the environmental issues will restrict the practical constraints of the sustained economic growth in china.(3)In order to study directly on the quality of economic growth in China, we has studiedthe micro basis of quality of economic growth in china based on the total factor productivity(TFP).In the foundation of the econometric model including the three elements of labor, capital,energy, through mathematical derivation, the TFP is decomposed into three parts of supply shocks,demand shocks and other shocks.Through the panel vector auto regression model which containsthree types shocks of the impact of the TFP,we study three shocks dynamic path forTFP.Estimation results show that, the supply shock is relatively stable,and has little effect on theTFP,and the impact of demand is the main influencing factors fo TFP,and the other shock also hasan important influence on the TFP.This is one of the main reasons is that the technologyinnovation ability is insufficient in our country,and the technology content of labor intensiveproducts is low, resulting in relatively stable of supply factors while the implementation ofrelevant policies to stimulate domestic demand in China has a positive impact on TFP.The modelestimation results show that, making a positive stimulus for the three types of the shocks will leadto increased TFP, suggesting that the adjustment of the positive supply shock will have asignificant impact on China’s TFP increasing. This is the second innovative point of this paper.(4)On the basis of microscopic research,this paper further study the quality of economicgrowth in china from the macro level.We has builded the evaluation index system which containsenergy and environmental constraints, thefactors efficiency, economic structure, economic growthand economic stability, welfare and the allocation of resources as well as TFP variables, syntheticmacro index on the quality of economic growth in china,and synthesis the comprehensive indexof the quality of economic growth in china.The empirical results show that, the dynamic changetrend of economic growth quality index and energy and environmental constraints index isconsistency, which indicates that China’s energy and environmental constraints index can reflectthe development trend of the quality of economic growth in china. In the new normal economicconditions, the focus of economic development to improve China’s energy efficiency and improvethe environment, is an important means to improve the quality of economic growth in china.(5)Based on the above research, we further build a time-varying parameter vector autoregression model,and in-depth study the dynamic relationship and the trend of energy andenvironmental constraints,economic growth and the quality of economic growth, and it hasreference value to the conclusion.Based on the analysis results to estimate the quality of economicgrowth index and energy and environmental constraints index,we has selected the quarter of1995,the quarter of1998and the quarter of2008as the research sample, and based on the model toestimate the variable characteristics of coefficients,and we estimate the time pulse responsefunction and the time-varying impulse response function.The time-varying impulse responsetendency is consistent, which shows that our model design and robust estimation.The timeimpulse response function shows that, energy efficiency and environmental improvement willhave a positive effect on the dynamic path of the quality of economic growth and the rate ofeconomic growth.The difference is, the positive impact on the quality of economic growth is ashort-term, but the positive effect on the economic growth rate is long.At the same time, improving the quality of economic growth will improve the energy efficiency and environment toprovide a positive impact path. This is the third innovative point of this paper.There are realistic problems in the process of China’s economic growth that the energyefficiency is low and the environmental pollution is gradually serious.Based on the above theresults of empirical research: the improvement of energy efficiency can save energy consumptionand reduce the emission of industrial waste gas, but with the continuous improvement of energyefficiency, there will have a rebound effect, which to some extent limit the potential of energysaving and emission reduction.The problem of environmental pollution caused by traditionalenergy consumption will not be resolved or automatically disappear with economic growth,and ifthere is no reasonable policy support, the real bottleneck problem of environmental pollution willconstitute with the economic growth in China.The quality of economic growth in narrow senseshows that the supply shock has still large potential space to improve total factor productivity inChina, and the general quality of economic growth under the energy and environmentalconstraints shows that the index of energy and environmental constraints is highly correlated withquality index of economic growth in China. The empirical analysis shows that,the improvement ofenergy efficiency and environmental conditions has win-win results for improving China’seconomic growth quality and guaranteing the economic growth rate, at the same time, improvingthe quality of economic growth can also promote the improvement of energy efficiency andenvironmental, so that can make China’s energy, environment and economy growth into a virtuouscycle.
