Port industrial security refers to the status of the survival and development do not be threatened. With the development of economic globalization and the liberalization of trade and investment, the port industry flourished as well, and plays more and more important role in economic development. On one hand, in the history of economic development, the port industry is the foundation of the world economic great power rising; On the other hand, the port city and port area is the forerunner of the national economy opening and developing. This study perfects economics study of port industry in theory, applying the industrial security theory to the port industry; and drawing the experience of port industry in the world to provide a reference for the development of China’s port industry.Based on the definition of port industrial security, analyzing the origin and development of port industry, and the position and function of the port industry in the national economy. And analyzing the threats and problem of China’s port industry. Some threats originating from the inside of port industry, and some from the external economy, such as port facilities inadequate, port repeat construction, the overcapacity in port industry and foreign investment controlling. This paper summarizes the main factors of the port industrial security in China, and construct the evaluation index system of the port industrial security, and evaluate the state of the port industrial security in china. Based on the evaluation of port industrial security and the development experience from foreign countries, put forward China’s port industry countermeasures to realize the transformation development in response to the global economic change after the financial crisis. This paper uses the literature research method, normative analysis method, empirical analysis method, statistical analysis method and DEA analysis method.
