With the development of economy and society, the growth of culture and science, the complexity and diverseness of decision-making environment and problems that we have been dealing with have been updating. There will be more and more decision-making relying on the swarm intelligence. When making decision on some complex problems in many fields such as economic, social and military ones, because of the lack of decision-making information caused by the uncertainty of the decision object, decision information heterogeneity, dynamic nature of the deciton-making process and the information overload of the Internet age, it is always difficult for the decision-makers to give affirmatory decision-making information. They can only give incomplete information and this would cause part of the decision-making information missing. This is called group decision-making with incomplete information. The incompleteness includes the missing of evaluation information, attribute weight and expert weight information, etc. In recent years, with the further study of theoretical methods of group decision-making under incomplete information, the theoretical methods of group decision-making have become the attention. In this dissertation, group decision-making with incomplete information is studied from aspects of static and dynamic decisions. The main content of the research are as follows:(1)This dissertation studies multiple attribute group decision-making whose one attribute class is presented in the form of language assessment information and evaluation information is partly missing. An group decision-making method based on symmetric addictive assessment scale under the missing of language assessment information and group decision-making method based on binary semantic under the missing of language assessment information are respectively proposed. The effectiveness of the two methods is also showed through example analysis. Especially the latter one, it uses binary semantic based on emotional index to indicate the missing evaluation information and can influence the decision-making result according to the emotional preference of the decision-maker.(2)This dissertation studies group decision-making with partly missing preference sequence of evaluation information, focusing on the ones with sequence preference information as a program evaluation preference information and the information is partly missing. In this dissertation, the missing sequence value preference information is transformed into interval sequence value preference information, and group decision-making methods based on the minimum distance between individual sequence and group sequence, resulting in the alternative group sequence. Finally, the validity of the methods is verified by case analysis.(3) This dissertation studies group decision-making with partly missing intuitionistic fuzzy evaluation information.To resolve the problem of group decision-making with intuitionistic fuzzy evaluation information missing, this dissertation has proposed a multi-attribute group decision-making method based on emotion index with intuitionistic fuzzy evaluation information partly missing. The decision-maker determines the sentiment index according to the charactristics of the decision-making and his/her own emotional preference. Finally, the validity of the methods is verified by case analysis.(4)This dissertation has studied group decision-making with expert weight information missing. As for evidence synthesis resulting paradox generated from large experts’ disagreement on theory-based group decision-making, this dissertation has proposed a group decision-making method based on the expert weight determined by evidence distance. The method first adjusts the evidence given by experts according to evidence distance, then synthesizes the group evidence. Thus it can solve the decision results distortion caused by group disagreement.(5)This dissertation has studied interactive hybrid multi-attribute group decision-making with information missing. This dissertation presents a consistent calculation formula to calculate the consistent of distance, degree of difference and group evaluation of assessment information. This dissertation has proposed a interactive hybrid multi-attribute group decision-making method based on optimal closeness and the validity of the methods is verified by case analysis.(6)This dissertation has studied the application of group decision-making methods with information missing in government’s public service performance evaluation.Based on the research results at home and abroad, this dissertation has established a government public service performance evaluation system, and designed decision-making process of government center public service performance evaluation with the group decision-making methods with information missing, giving reasonable evaluation of government center public service performance. Finally, the application value of the methods in actual decision-making has been described through a case. |
