| In this paper, it regards the sports public service and fiscal policy of sports public service as the study object, and utilizes relevant the theories of sports science, science of public management, finance and economics and other disciplines, which analyzes the current situation of sports public service based on field research. From the view of fiscal policy of sports public service, conduct research in some terms of financial investment, transfer payment, multi-supplying of sports public service, as well as relevant monitoring and safeguard mechanisms. Finally, it provides the recommendation on improving current fiscal policies of sports public services.There are seven chapters of the paper. In the Chapter 1, it is an introduction and consists of three sections, which mainly describes the background and significance of research, literature reviews of domestic and oversea, and research methods and paper framework, and an overview of the research background and the overall situation.In the Chapter 2, it conducts systematically combing, research and definition on concept of sports public service and fiscal policies of sports public service. Besides, it states the opinions by elaborating management theories with the practices of sports public service.In the Chapter 3, it is the empirical study of sports public service, mainly by the means of questionnaires and field research. In terms of the questionnaires, investigator gives out the questionnaires of public evaluation on the current sports public service, and analyzes and processes data to complete the report of public evaluation on sports public service. In aspects of field research, investigator selects the city of Wuhan, Hubei and the country of Jingxian, Anhui as research areas, respectively, which get the analysis of current situations of sports public service from the two levels of city and county. Investigator starts with the two aspects of questionnaires and field research to have a deep knowledge of the current situations of sports public service in China, especially, in the shortage of fiscal policy, which establishes to study the issues of the fiscal policy of sports public service.In the Chapter 4,it is the introduction to fiscal policy background of sports public service. The first section analysis the reformation process of government, economic system and financial transfer payment system. The second analysis the necessity of government investment to sports public service,from 4 perspectives such as the basic functions of government, fiscal policy features, the nature of public products and the theory of human capital investment.In the Chapter 5, it analysis the present situation of fiscal policy of sports public service. The first section is the overall analysis of fiscal policy of sports public service. The second section analysis the fiscal transfer payment of sports public service. The third section analysis the function of fiscal policy in sports public service’s diversified supply.In the Chapter 6, first of all, it draws comparisons the sports public service between domestic and overseas, digging out scientific positioning of China’s current sports public service. And then, it makes introduction and analysis the experience and theories of sports public services in developed countries. Furthermore, it affords lessons on the construction of the current fiscal policies sports public service, combining with China’s actual situation.In the Chapter 7, it is focus on ideas and countermeasures to improve the fiscal policies of sports public service. On the basis of the above arguments, putting forward particular recommendations on improving the China’s current fiscal policies of sports public service, involving four aspects: establish strategic vision of fiscal policies of sports public service, optimize framework of fiscal policy of sports public service, improve transfer payments system of sports public service and improve fiscal policy of market orientated supply of sports public service.
