Research On Impact Of Fiscal Decentralization To Public Service Supplies

Since reform and opening-up,our country in the process of closed economy to open economy,by implementing a series of gradual reform of fiscal system,creating the "China miracle" that belongs to economic development in China.Under the stimulus of Chinese fiscal decentralization system,however,the government one-sided pursuit of the local economy development as the core of GDP,ignore the effective supply and build of public services.Currently,China is at the key transformation stage that pursue pure economic growth towards pursue social livelihood of the people,provides the high quality of public service is the most important aspect of the society to improve the livelihood of the people.“The 13 th Five-year” made clear that ask for an increase in supply of public service,from the people are most concerned about and the most practical interests of the issue,strengthen the government responsibility and improve people's livelihood,while improving the level of public service ability to build and share.And emphasized the importance of innovation in public service delivery means,the government will no longer host can be provided by the government to buy directly,combining widely absorb the social capital with the government supplies,for governments and markets to take responsibility to achieve the development of the benign interaction,on the supply side to achieve "double in place" in the reform.In this background,firstly this article summarizes the definition and the induction that related literature review of fiscal decentralization and public services,then based on the fiscal decentralization system's influence on the public service supply mechanism,from the external environment,incentive mechanism and the system design three angles,analyzes the existing fiscal decentralization system.The study found that the total deficiencies of public service,supply structure uneven and unequal regional supply problems in Jiangsu province,and infrastructure spending occupy the development of the social public service.At the same time,combining the theory of fiscal decentralization,think the causes of current public service supply structural inequality and deficiency of total is mainly because the system defects existing in the decentralized system and lack of incentive mechanism,so the local governments at all levels to provide effectively public services is binding.Finally,in the empirical part,this article selects the panel data of 13 cities in Jiangsu province 16 years and discusses the influence of degree of fiscal decentralization and fiscal autonomy to the public service supply.The empirical results and theoretical analysis show that:(1)the fiscal decentralization were positively related to the supply of basic public services,economy public services and social public service has negative correlation relationship;(2)fiscal autonomy to the public service are positive,the influence of the local financial autonomy is higher,the local government to the higher level of public service supply.Based on the above research,the article finally puts forward the relevant policy recommendations,including the reform of official promotion system,establish perfect incentive mechanism,perfecting the government transfer payment system and so on,all of this to promote the livelihood of the people question that urban public service supply has special theoretical value and practical guiding significance.
