With the development of economic globalization and information technology, competition among enterprises is becoming increasingly fierce; the introduction of new products, product improvements and cost reduction has become a common means of competition. Thus, constantly R & D investment should be carried out in enterprises to adapt to the situation and the complexity of the product and the modular lead to more and more R & D investment. At the same time, increased competition and changes in consumer demand have led to shorter product cycles, and how to recover the cost in a short period of time becomes the key of R & D decisions. Due to these two points, the R & D cooperation between enterprises become a means of balancing the relationship between them.This paper uses the R & D cooperation of enterprises, especially new industry, to be the realistic background, and AJ models and random innovation theory as the theoretical basis, utilizing game analysis, normative research, and comparative analysis and simulation methods to analysis the impact of relationship characteristics between enterprises, product characteristics and R & D behavioral characteristics to R & D investment incentives. And then analyzes their impact on corporate profits and social welfare, and ultimately determine the choice of the form of R & D cooperation between enterprises in different scenarios. For the network structure,utilizing intelligence simulation technology to analyze network average degree, clustering coefficient and average distance of network parametes on the impact of innovation investment and technology coat level.From the point of view of the characteristics of the relationship between enterprises, this paper divides the relationship between enterprises into homogeneous and complementary relations on the basis of AJ models. On this basis, this article use the no cost sharing, cost sharing and information sharing to be the form of R & D cooperation of enterprises to respectively analysis R & D investment, production and social welfare under different relationships and different forms of cooperation and do the horizontal comparison on the same relationship between different forms of cooperation in investment, production and welfare.From the point of view of the innovative product features, by the introduction of network externality parameters and compatibility parameters, we built a game model of incumbent firms and potential entrants’enterprises. By the use of this model, we analyzed the social planner’s decision-making behavior, and studied the sensitivity of a variety of decision-making behavior parameters. At the same time, numerical simulation of parameters affect has been done.From the innovative behavior in terms of impact, we analyzed from the angle of subsidies and uncertainty. For uncertainty, under the conditions of conspiracy does not exist in the product market and enterprises do the research activities in their own lab simultaneously, we discussed enterprises’investment of R&D under different R & D cooperation mode. For the aspect of the impact of government subsidy policies on enterprise innovation cooperation, on the basis of AJ model and the assumption of the existence of the technology spillover, this paper built a three-stage game model through the introduction of product substitution rate in the demand function. Using this model, the best productivity, profits and social welfare were compared under the three situations of games of innovation competition, innovation and cooperation and monopolize.Utilizing the introduction of the correction factor in DEA cross models to measure the efficiency of different subject,and by introducing symbiotic level estimates to calculate the input redundancy and output level of each subject,by comparing with the benchmarking to analyze the R & D coorperation incentive focus of different subject.
