A Study On Industrial Structure Optimization Effect Of China’s OFDI Reverse Technology Spillover

With the continuous development and increasingly deep of economic globalization, international production and labor division is gradually active and specialization, the production chain covers all over the world countries and regions with different factor endowments and comparative advantages, transnational integration of resources and labor, capital and technology factors’ s international transfer has gradually become an important content in the process of evolution of the world economy, the interaction between complementary of economic resources and linkage of economic development among main countries or regions is increasingly deepen, the global economic integration and regional economic groupings landscape is emerging, promoting the steady growth and the comprehensive development of the world economy. In today’s highly open, free and closely related international economic environment, any country or region’s economic development are inseparable from the acquisition, absorption and utilization of external resources, relying solely on domestic resources cannot form the effective drive to the domestic economic development, comprehensive utilizing domestic and foreign factor of production, achieving scarce and strategic resources cross international transfer has already become the important measure for world countries and regions to develop economic and optimize the structure. As a new and important international resource transfer path, OFDI effectively connecting the countries and regions with different comparative advantage, economic development level and social progress, and promoting the international flow of economic resources, global sharing and optimal allocation, forming profound influence on different domestic economic area of home country, and playing an increasingly significant role in transferring backward industry、optimizing home country’s industry and economic structure and releasing the potential of economic development, gradually developed into important engine of influencing evolution trend of global economic pattern 、 home country’s economic development trend and industrial structure evolution process.Since the reform and opening up, China’s economic development and social progress has made brilliant achievements which attracting worldwide attention, the reform effect of economic area is releasing gradually, reform bonus become increasingly prominent, economic structure adjust steadily, industrial structure optimize gradually, a large number of outdated capacity is eliminated gradually, strategic emerging industries are on the rise, industry development potential has been fully released, promote the adjustment and optimization of the other areas of the domestic economy. At the same time, China’s opening pattern has been further optimized, the overall appearance take on an altogether new aspect, OFDI and trade realized simultaneously increasing on the quality level and the total scale, especially the implementation of the "going global" national development strategy and the objective reality of "entry into WTO" won the golden opportunity for the development of China’s OFDI. Under this background, many domestic enterprises began across the country, carried out OFDI facing the global market, actively participate in the international industrial chain division and cooperation, continue to grow and develop in the competition on the world market, strong gluten bone health. When China’s OFDI develop rapidly, the domestic industrial structure is constantly adjusted and upgrading, what intrinsic link it imply? Whether OFDI can effectively promote the upgrading of the domestic industrial structure? And what is the link between them? These theoretical problems have not been recognized by the academia. At present, China’s economy is gradually entering the new normal, the adjustment and upgrading of industrial structure and transformation of economic growth mode has already become an important realistic problem that urgent to solve currently,fully tap and develop the potential of OFDI in this aspect have major guiding role and practical significance for achieving above tasks successfully and further promoting domestic economy transformation.In view of the above situation, this study select industrial structure upgrading effect as the research goal, adhering to the logic sequence of putting forward the problem, analyzing the problem and solving the problem, using the methods such as present situation description, mathematical derivation, mechanism elaborate, case study and empirical analysis to make specific study on domestic industrial structure upgrading effect of China’s OFDI reverse technology spillover, in order to carry out comprehensive and systematic research on the subject of this study. According to the chapter arrangement, this study can be divided into nine parts. The first chapter is the introduction, mainly introduced and explained the research background, significance, research status at home and abroad, content arrangement, framework, research methods and main innovations, and makes a general summary of the study plan; The second chapter is the definition and theoretical basis, mainly make specific explanation and denifination on the key concepts of this research, review and elaborate the related basic theory, The third chapter mainly describes the evolution process and status quo of China’s OFDI and industrial structure, make a general interpretation of the actual situation from the macro level; The forth chapter uses game model、grey correlation model and gravity model to demonstrate the existence of domestic industrial structure upgrading effect of China’s OFDI reverse technology spillover, paving the way for the following parts; Chapter five uses mechanism analysis method to explain the mechanism of the industrial structure upgrading effect of China’s OFDI reverse technology spillover from the prospect of the micro, medium and macro, enrich and improve the structural system of this study; The sixth chapter uses the modified international R&D regression model examines the overall and regional industrial structure upgrading effect of China’s OFDI reverse technology spillover, and further analyze the influence factors. Moreover this chapter also interpret actual facts of three largest economies about USA and Japan’s OFDI optimize industrial structure through case study, for improving the content of the study; Chapter seven and chapter eight put forward relevant policy suggestions, summary main conclusion, points out the deficiency of this study base on the previous chapter content, and make the forecast expectation on the future study.This study obtains the following conclusions:(1) There exists highly correlation and synchronization between the China’s OFDI and industrial structure changes, this relationship implies long-term changes of two species;(2) The reverse technology spillover effect of China’s OFDI can affect the upgrading of domestic industrial structure;(3) China’s OFDI will be through the micro, middle and macro that three aspects to achieve the promotion of the industrial structure’s upgrading;(4) China’s OFDI promote the adjustment and upgrading of domestic industrial structure through reverse technology spillover links, and this effect has significant regional differences, mainly for the eastern significant, the central region was slightly and western weak;(5) The industrial upgrading effect of China’s OFDI reverse technology spillover suffer multiple factors’ influence such as human capital, technology gap, R&D intensity and intellectual protection policy. This study put forward relevent suggestion from the prospect of deeply implementing “Going Out” strategy、optimizing OFDI structure、fostering emerging industry and enhance independent innovation and technology absorptive ability base on the above conclusion, for guiding China’s OFDI to better promote the upgrading of domestic industrial structure.
