ABSTRACT:Since China had made the reform and opening-up policy, The Outward Foreign Direct Investment (OFDI) of China has developed significantly. It has appeared to become more and more important on the economic and social. As an important international technology spillover vector, the OFDI would make influence on motherland technology progress. In recent years, this research topic was began to pay attention to. But because of the development practices of OFDI, many research results were concerned on the international trade and the FDI, there are only a few papers on OFDI, so it exist much room to study it.In writing, this paper attempted to review the development history and the present situation of the China's OFDI. And then discussed the reasons, mechanisms and influencing factors of the reserve technology spillover of OFDI. And made empirical tests from the perspective of the input and output, the knowledge capital diffusion, combined with China's OFDI to confirm the technology spillover effect. At the same time, the influence factors were made to test. In this paper, the research ideas were the theory with practice and theory with empirical. And the research ways were literature, cases, yearbook retrieval and econometrics model methods.The conclusions were these:The OFDI and total factor productivity (TFP) had a significantly positive correlation, and the OFDI had a positive effect on the research and development (R&D) spending and the number of patent licenses. From the angle of knowledge capital diffusion, the research capital stock of OFDI could promote the TFP. From the conclusions, we can find it does exist reverse technological spillovers on OFDI. In factors, the openness of economic, human capital, the level of economic development, domestic R&D, technology gap were the important factors of reverse technology spillovers. If the openness much deeper, human capital more affluent, economic development level much higher, more domestic R&D, the smaller the technology gap, it would more effect on technology spillover of China's OFDI. Finally based on the above conclusions, some policy suggestions are given to how to develop the OFDI to acquire advanced technology. And it also looked ahead the future research.
