Public infrastructure project is an important livelihood project that is involve in national security and people’s lives, and is the relation to economic development power. Hydroelectric energy projects, as a clean and renewable energy, related to the sustainable development of the country, related to sustained economic growth, related to the welfare of the people. It is more attention in the community.National "Twelfth Five-Year Plan" proposed that we should actively develop hydroelectric energy in good ecological protection and resettlement of the premise. In" Twelfth Five-Year Plan" period, we should start the construction of 120 million kW hydropower target. Vigorously developing hydropower energy is not only inevitable choice of China’s energy strategy, but also the sustainable development of China’s economic, social and ecological environment inevitable choice. Construction of large hydroelectric energy projects requires substantial funding. Project financing will be an effective way to large-scale hydroelectric energy projects.Currently, in the operation process of medium and small hydropower project, there have been many problems. How to effectively solve this problem, and ensure that small and medium hydropower projects can be out of the dilemma, and facilitate the smooth implementation of the project, is a problem currently before us. For this reason, this paper attempts to propose PROT project financing model to help solve this problem through a comprehensive integrated management mechanism and dynamic simulation model of the three-dimensional model based on the Hall to effectively promote the smooth implementation of small hydropower projects, in order to achieve sustainable development and harmonious development.Papers will put Hall three-dimensional models and WSR (Wuli-Shili-Renli) system methodology in PROT project financing. It attempt to create of PROT comprehensive integration project management model based on Hall three-dimensional models and WSR that link all aspects of project financing PROT system,in order to achieve a comprehensive integrated management of small and medium hydropower PROT project financing. Finally, the paper carried a simulation to PROT project financing of small and medium hydropower by means of simulation software netlogo.First, the paper analyzes the existing problems of small and medium hydropower stations, and paper conducted in-depth analysis and research on small and medium hydropower project financing issues related to the theory. Secondly, the paper studies the financing of small and medium hydropower projects PROT comprehensive integrated management framework, in theory, and it reveals the evolution mechanism of entropy of small and medium hydropower project financing PROT. It establishes game model with entropy of the PROT financing of small and medium hydropower projects in the purchase phase and the operational phase using game theory.Finally, the paper analyses case by yunnan JingGu Weiyuan river power station project. Through the combination of theory and case, which makes the research achievements of this paper can get the theoretical support and practical value can also be through the practical application to prove, and can be further applied in project practice.The thesis chapters of the main research contents are as follows.The first chapter discusses the topic background of paper, on the basis of analyzing the existing problems, this paper expounds the selection of theoretical significance and practical significance; The related literature at home and abroad are discussed and analyzed; Finally elaborated the paper research content, method, technical route and the innovative papers.The second chapter makes a detailed discussion for articles:project management theory, the project distinction theory, project financing theory, integrated management theory, entropy theory, the hall three-dimensional model, game theory and the system simulation theory.The third chapter attempts to establish a public infrastructure PROT project financing mode in accordance with the actual conditions of business of small and medium-sized hydropower project is. And PROT project financing model framework was established. Finally the PROT project financing mode, operation process, the scope of application of risk management and so on is expounded. To illustrate the differences and relations of PROT and TOT, it has carried on the comparative analysis of three dimensions from the temporal dimension, logic knowledge and knowledge dimension; finally, the paper established a comprehensive integrated evaluation model of PROT project financing based on the WSR.In order to the PROT project financing mode can run effectively, on the basis of the third chapter, Fourth chapter, the paper established the PROT profit-making public infrastructure project finance integrated management framework. Using the theory of system decomposition and reconstruction, this paper established the PROT project finance integrated management, system, operation system, function system, the framework of supporting system, etc.In order to further study PROT project financing integrated management mode, the fifth chapter analyzes the PROT entropy evolution mechanism of project financing on the basis of the analysis and definition of project financing entropy. And determine the operating condition of project financing through the change of entropy. Finally, with the help of hall three dimensional model and the WSR system methodology established the model of PROT project financing entropy measurement, from three dimensional of physical entropy, structure entropy and the reasonable elements entropy quantitative analysis the entropy change of project financing, and finally unified for the project financing entropy in order to exploring PROT project financing operation condition.Using the game theory with entropy, the sixth chapter analysis PROT project financing model from the Angle of game between stakeholders, the paper emphatically analyzes the purchase stage and operation stage of the game. And it laid a foundation for chapter 7 of the simulation.By means of multi agent technology and method, chapter 7 establish PROT profit-making public infrastructure project finance hall three dimensional simulation model integration management model, and then establish a dynamic integrated management mechanism of PROT project finance based on hall three dimensional model.Through JingGu Weiyuan river power station project application case analysis, chapter 8 discusses Weiyuan river power station project faces problems, as well as the application and the necessity and feasibility of PROT project financing mode. And preliminary analysis with the aid of PROT profit-making public infrastructure project finance entropy measurement model and game model with entropy, Weiyuan river power station project is discussed using PROT project financing mode after the change of entropy and the game between the parties.The ninth chapter expounds the paper conclusion and further research direction.
