Medium and small hydropower stations is refers to the installed capacity less than or equal to60MW. Hydropower Station is the capital and technology-intensive industries, its development and construction needs to be invested large sums of money and technical expertise, it is generally only large state-owned enterprises has the capability of development and construction of large hydropower station. The involvement of private capital for small and medium hydropower station is more.Small hydropower resources are rich in our country, mainly distributed in the provinces of Hubei and Hunan, Guangdong, Guangxi, Henan, Zhejiang, Fujian, Jiangxi, Yunnan, Sichuan, Xinjiang and Tibet. The exploitable waterpower resource of these provinces accounted for about90%of the country. Hydropower is a clean energy, and limited resources, combined with stable profits. In the late1990s, a large number of private capitals began to occupy and construct small and medium hydropower stations. In recent years, with the development of large hydropower resources exhausted, the countries encourage clean energy policy, and the development of small and medium hydropower stations in China, state-owned enterprises and private enterprises started acquiring small and medium hydropower resources which set off the climax of the acquisition of small and medium-sized hydropower station.Due to the risk for acquisition of small and medium-sized hydropower stations without enough attention and no effective risk prevention measures, many problems which appeared in the process of acquisition, and even some failed cases.This thesis introduced PROT project financing mode through the analysis of the advantages and disadvantages of the BOT, TOT, BT, PPP financing model which based on the study of domestic and international literature on project financing.This thesis, based on the study of domestic and international literature on project financing through the analysis of the advantages and disadvantages of the BOT, TOT, BT, PPP financing model introduced PROT project financing mode. In view of the PROT project acquisition process, combined with the method of game theory, constructs the game theory model of PROT project acquisition which is based on the topics-PROT Hall three-dimensional mode of operating public infrastructure research which is in charged of Wang Songjiang Professor. The acquisition process is divided into two stages, first is the game between government departments and acquisitions, and then is the trilateral game of original owner, acquirers, and government departments.Combining the case of Sa yutuo hydropower station, using the game theory of incomplete information dynamic game and Harsanyi transormation method, one by one, the acquisition process is analyzed, through the interpretation of the equilibrium solution, put forward the corresponding policy recommendations.
