Research On The Development Of Public Welfare In China 's Circulation Industry

In this paper, the research of public welfare of circulation industry is from the point of view of economic. In involving the allocation of resources and social welfare, "public welfare" is as contrary to the "private", which can be replaced by "public" and can be under the guidance of public goods theory. The public welfare in the field of circulation industry, taking the public goods and services as the carrier, taking the maximization of the public interest as the goal, with the consumer surplus, the social benefit and the environmental benefit are emphasized, and the result is shared. Through building public welfare functions, we can reduce costs of circulation, improve circulation efficiency, promote development of circulation industry and enhance social welfare.This paper will answer and solve three important issues:1. what is "public welfare" of the circulation industry.2. Why do we have to return to construction of the so-called "public welfare" on circulation industry.3.How to realize the welfare of circulation industry? Based on this goal, the author does literature research, investigates and studies of the present situation of China and abroad. It is found that in the four elements of circulation (circulation organization, circulation object, distribution facilities, circulation environment), public welfare is concentrated on two elements:distribution facilities, circulation environment. Therefore, this paper focuses on the analysis of the mechanism of circulation of public interest, the key tasks and guarantee measures.In this paper, the research path and the main contents are as follows:Raising questions. Summarizing the general theory of explanation and guidance to the circulation industry public welfare, identifying and defining the meaning and contents of China’s public welfare of circulation industry (Chapter 2); studying on the mode and experience of public welfare practice of circulation industry among four countries; Analyzing the evolution and current status of public welfare practice of China’s circulation industry (chapter 3).Analyzing problem. Establishing the evaluation model of public welfare function of circulation industry, and empirically analyzing the effect of the public welfare of circulation industry in China (chapter 4).Solving problem. There are two key points to promote the development of public welfare function of circulation industry in China. One is construction of public infrastructure of circulation industry, the other is optimizing environmental conditions of circulation system,which ensure the maximization of circulation industry’s public function (chapter 5\6).The main innovation of this paper:Innovation of research respect. The feature of this paper lies in:providing new perspectives and ideas from a respect of the public functions of circulation industry for the positioning and top-level designing of circulation industry, which help to find the boundary of the role of government and market mechanism in development of circulation industry.Innovation of research content. The following research contents are creative:the relationship between public welfare and public goods in circulation industry, the public welfare functions of circulation industry,the research on the impact of the public welfare investment in circulation industry, and the research on the environmental impact of the system environment of the circulation industry.Innovation of research methods. Based on the data of 31 provinces, autonomous regions or municipalities directly under the central government from the year 2010 to 2014, the panel data model between the public welfare investment in circulation industry and the total retail consumption goods is established, which can tell logical relationship between the public welfare input and the circulation output of the circulation industry. Using the consumer utility function, the circulation system environment as an endogenous variable is incorporated into the factors that influence the consumer utility, and the logical relationship between the environmental factors of the circulation system and the welfare of the consumers is established.Innovation of research conclusion. This study builds the circulation industry public welfare evaluation system from three dimensions:economic, social and environmental dimensions to, suggests the public welfare evaluation index of circulation industry; puts forward the identification methods and supply three modes of the construction of public welfare circulation infrastructure; puts forward the optimization strategy of the circulation system environment construction. All these conclusions provide a new idea and basis for the realization of the public welfare function of circulation industry.
