Enterprise is an important support of the national economy, and the safe and efficiencies of enterprise information systems and information technology, are the prerequisites for the rapidly development of enterprises. The application of cloud computing is a new incentive for the promotion of information technology.The investment of Informatization is a complex project, no matter for the suppliers or the users. Because of the high risks, irreversible investment, projects results are difficult to assess and involving multiple factors of the information technology and information system project, there would always be an “investment black hole”. Therefore, it would has important academic and practical significance to study the path of information technology and information system investment decision in the new situation of cloud computing.This paper used the latest research and knowledge of investment under uncertainty theory, real option theory, game theory and information economic theory, and built a frame of information technology and information system cloud investment decision making. It summarized the new characteristics of cloud information technology and information system, and study the ways of decision making on the view of suppliers and users respectively. The results had find a new way for information technology and information system investment research, and verified the available of investment under uncertainty theory and dynamic game theory in the study of information technology and information system investment. In practice, the result could assist the decision makers to make scientific decisions, in order to reduce the risk and cost of the informatization investment and gain high return. The main studies of this paper are as follows:(1)From the literature reviewing, verified the available of investment under uncertainty theory and dynamic game theory in the study of information system and information technology cloud investment decision. And summarized the using of cloud computing, analysis the changes between the information technology and information system cloud and the traditional information technology and information system.(2) Built the informatization update indicators system based on the advices of expert and literature work, and then made a questionnaire to collect the data of those indicators.First, analysis the data of the indicators with statistics theory and method, find the enhance level of the indicators after information technology and information system updating.Second, classified the indicators into directly economic indicators and no-directlyindicators. Third, study the interactions between the indicators with SEM method and discussed the way of informatization project quantization.This part is not only to discuss the effects of informatization updating and the relation between each variables, but also to find the way of informationzation project valuation for building the informatization upgarding model in the next part.(3) Built the multiple stages enterprise information technology and information system updating investment decision model under uncertainties with the theory of investment under uncertainty. Bulit value transfer parameters for the no-derictly economic return of the informatization updating project with the new characteristics of information system and information technology cloud and the results of part 2. And then solved the model and make numerical analysis with dynamic programming and real option method.Study the effects of the uncertainties on investment decision and found the theories and standards for the investment of informatization updating project.(4) Built the duopoly enterprise information technology and information system R&D investment decision model under two markets with the dynamic game model. And then solved the model, explored the Equilibrium results and made numerical analysis with dynamic game method. Finally, study the optimal investment strategy in different situation according to the model results and found the theories and standards for the investment of informatization R&D project.
