Regional science and technology resource sharing platform is the important carrier, which is capable of enhancing the spillover effect and releasing potential value of science and technology resources. With the application of the Next generation of science and technology, how to raise the service capacity of resource shared platform and to meet the needs of technological innovation under the new mode of industrial,that has become the core issue by the government, enterprises and scholars. So far, the regional science and technology resources shared platform(hereinafter referred to as the platform) has been built and running, have made great progress in sharing of science and technology basic condition resources. However, simple service mode has been far from enough to satisfy the demand of innovation under the information and technology view, For all this, exploring the system synergy evolution of regional platform, to promote the collaborative development of many elements through service mode innovation has become a problem to be solved by theorists and is also a practical needs of regional platform.In this dissertation, connotation and function of regional platform based on its strategic positioning. Economic control model of regional platform has been estabilished using price elasticity as intermediary variable, based on the characteristics of sharing service. the features have been revealed,they are a step feedback control feature,be not sensitive for price, science and technology resources integration depend on demand, path dependence and environmental disturbances. Finally, the necessity of adopting the next generation information technology was put forword.Analyzing the self-organization characticastics of regional platform. Macro parameters of subsystem were identified based on the charactistcs of value chain for regional platform. Using Lang zhiwan’s equation to describe fluctuation rule of platform system, to determine instability points and instability direction of System collaboration, using Hawking model to describe the synergy evolution process of regional platform, combined with the self feedback control property of the system, the systemical state equation has been established for regional platform. With cooperation,competition, order conditions,regional platform sysytem evolution model was set up. the three stages of evolution promoting by the next generation information technology was found after analysis, they are “the stage of driving force cultivation”, “the stage of coordinated development” and “the stage of advanced order”. According to the development damends of three stages, innovation goals were determined of each stage on service mode,they are: “awareness ability promotion” in the stage of driving force development, “execution ability promotion” in the stage of coordinated development and “self-improvement ability promotion” in the stage of advanced order.The core technology of the next generation of information technology is Cloud Computing, which is regarded as exogenous latent variables of service mode innovation, service interface innovation, service process innovation, service concept innovation, as endogenous latent variable,the structural equation model of awareness of ascension, ability to execute, the ability of the self-improvement has been built. then getting the path coefficient of the model, three paths of service mode innovation is determined, they are “Cloud computing-service interface innovation- the ability of the self-improvement”, “Cloud computing-service process innovation-ability to execute”, “Cloud computing-service concept innovation-awareness of ascension”. It lays a theory foundation for the service mode design.The service mode of platform is designed by three dimensions, organization mode, business model and benefit mode. According to the three innovation paths of service mode design the corresponding service mode: the target of enhancing the awareness of “expand” type service mode, the target of improving the executive ability as the goal of “integrated” service model, and the target of improving the selfperfection ability as the goal of “smart” service mode. At the same time, the realization mechanism of service mode is design from four aspects, information governance, resource integration, relationship coordination and operating safeguard.The knowledge growth of net platform and the feedback platform features are identified. Under the information and technology voew, the knowledge carrier of platform is mainly software, so the number of software growth is weighted, and then computed by different software that all kinds of complicated degree. Net growth rate of knowledge is expressed, according to the linear relationship and the index relationship of software and knowledge. The correlation coefficient of input and output of platform is determined by the least square method. At last, according to the platform development phase, it makes a selection of service mode.The scientific and technological innovation entrepreneurship shared service platform of Heilongjiang province is regarded as empirical research to analyze the current situation of the service platform, determine the collaborative evolution stages of development of the platform system, choose innovation path, and design the appropriate service mode. The scientific and availability of this research is validated, through the empirical analysis.
