Responsibility center system is a system of enterprises internal management control to promote various units within the enterprise with the most effective way to access and use of limited resources, in order to achieve the overall business objectives. The application of responsibility center system in constrction enterprises is the’project legal system’. Since the introduction of ’project legal system’, with the project manager responsibility system as the main form, project management responsibility system has been established, which has a strong impetus to the reform and development of China’s construction industry. Currently, in practice, depending on the project team economic responsibility and authority configuration, there are different project responsibility center systems for project team as a profit center, cost center, or a mixed center. Different items manufactured in the form of responsibility center are closely related to enterprise project power configuration system. Practice has proved that there is no absolute optimal responsibilities and rights allocation system, only the most suitable. Responsibility and power allocation is too small, easily lead to lack of project manager, enthusiasm, creativity, low management efficiency; responsibility and power configuration is too large, difficult to implement high-level managers of the project monitoring, maximize the impact of business interests. Responsibility and power allocation is affected by corporate and project levels by many factors. Project responsibility centers system mainly researches on project responsibility and power system configuration system, which is to make up for the construction project organization theory of project responsibility and authority allocation.The present dissertation makes a systemic research on this subject, which is consisted of these parts below:Firstly, the dissertation defines the meaning of project legal system, project manager responsibility system, project managers contracting system and project responsibility center system, literature reviews power configuration of the project and its influencing factors, and analysis of the main factors for project power configuration based on the Cost Decision Theory.Secondly, based on contingency theory, analysis and constructed the measurement scale for influncing factors of project team rights allocation. Through small sample surveys and exploratory factor analysis, three common factors influncing the project team rights are confirmed, included Headquarters Project Management Capabilities, Project Overall Influences and Project teams Independent Contracting Capacity.Thirdly, constrution project responsibility and power allocation are defined and measured. Positioning and measurements of the mixing responsibility center are proposed, project team power is defined and measured as three dimensions of Personnel Management Rights,Financial and Material Management Rights, and Production and Operation Management Rights; Then the dissertation proposes a structural equation modeling for project team responsibility and rights relationships.Fourthly, effects and coefficients between Project team Economic Responsibility, Project team Powers, and common influencing Factors of peoject Department Rights Allocation are verified, and Mediating Effect of project team powers between Headquarters Project Management Capabilities and Project team Economic Responsibility, and Mediating Effect of project team powers between Project teams Independent Contracting Capacity and Project team Economic Responsibility are confirmed.Fifthly, the dissertation analysis the regulating effect of three enterprises characteristic variables, which contain Corporate Nature, Corporate Life Cycle and Enterprise Scale, to the structural relationship of Structural Equation for responsibility and authority relations of project team department. Then, find that Project Overall Influences strengthen the negative impacts of the Project Headquarters Project Management to Project team Powers, and the positive impacts of Departments Independent Contracting Capacity to Project team Powers.Sixthly, the study datas are analyzed, the basic criterion for project team responsibilities and rights allocation are proposed, and some suggestions about peoject department rights allocaion and the scope of economic responsibility determination are given. At last, the dissertation analysis the status and problems of the Project Economic Responsibility Assessments, and designs some related indicators for project team of economic responsibility assessment.
