Along with the rapid development of the Internet, network science information resources, as one of the important carrier of scientific information storage and transmission, become an important basis for people doing scientific decision. Also, it is an important support for scientific research and innovation, an important field to improve the public welfare, and an important part of cultural spirit in a country or an area. Network science information is a national digital assets, digital archive of academic research information. Its quality affects the science and technology innovation ability of a country and the related international competitiveness. Therefore, according to the characteristics of network science information, study the quality forming process of network science information, determine the influence factors and mechanism to information quality of network science information in this process, and establish a set of scientific, reasonable and complete quality guarantee mechanism and carries on the management and monitoring is of great significance. The quality guarantee mechanism for value-added utilization of network science information is a very complex problem. It involves different subjects in developing, using and managing, different types of resources, different quality links, different research and management methods. This paper is based on the theory of information life cycle, and puts forward a kind of global vision of quality guarantee mechanism and integrated management framework. In light of technology, economy, society, humanistic and other perspectives in the process of forming network science information quality, it involves network science information resources of different subjects and types, and researches the change and influence factors in each link and the whole work flow of network science information quality. The paper clears the complex relationship among different elements in forming process of network science information quality, and analyzes the quality guarantee mechanism of frame structure and index system of network science information by ways of document analysis, architecture design and integration, qualitative and quantitative evaluation, mathematical simulation and so on. On these basis, the paper selects scientific papers published in network as the object, and develops a quality guarantee system for scientific papers published in network, in order to improve the quality of scientific papers published in network and meet people’s needs on network academic resources. Also, it will test and verify the practicability and applicability of research framework, and puts forward the optimization strategy of the implementation of quality guarantee mechanism framework for use of value-added information network science.Chapter one is the theoretical basis of this thesis, and its contents can be divided into three parts. The first part is clear about the scope of the object discussed in this article by defining the concept, characteristics, types and value of network science information. The second part defines the concept and characteristics of value-added use, and discuses the ways of value-added use of network science information as well as the importance to control quality in value-added use of network science information. The third part focuses on the quality guarantee model of network science information, and analysis the development and characteristic of traditional quality guarantee model and its defects of application to network science information. At last, chapter two introduces the origin and development of information life-cycle theory and its advantages on application to quality guarantee mechanism of network science information, laying a theoretical foundation for the full text.Chapter two builds the life-cycle model of network science information which is the clue of the whole thesis, therefore, chapter two is an important basis of this thesis and its contents can be divided into three parts. The first part investigates and analysis the elements of network science information life-cycle. According to the characteristics of scientific information,6 elements and their importance in network scientific information reuse are determined. They are production and release, collection, organization, exploitation, utilization, precipitation. The second part divides the network science information life-cycle model to three levels from the standpoint of the subject of network science information, including the storage layer, management layer and application layer. It reveals the structure of network science information life-cycle in a different view. The third part, based on the two parts below, describes the structure of network science information life-cycle model and its contents. It provides a reference for building the framework of quality guarantee of the value-added use of network science information.Chapter three analysis the constraint conditions of all links of the network science information life-cycle on the basis of network science information life-cycle model. Content analysis is used to generalize the policies of information quality guarantee at home and broad as well as more than 30 standards in related research papers. So, impact factors to network science information quality are divided to 3 dimensions, including technical factor, economic factor, use factor and social factor. By discussing the connotation and extension of these 4 dimensions, we establish the initial set of impact factors of the network science information quality, and it lays the foundation for building quality guarantee mechanism of network science information.Chapter four uses the expert questionnaire survey method to build the indicator system of network science information quality. Five-point Likert scale is used in questionnaire to measure the experts’ perceptions to the importance and applicability of network science information quality. We collect the observables from research subjects’ perceptions to the importance of network science information quality and use factor analysis method to determine the indicator weights. By combining the network science information life-cycle model with the indicator weights, the structure of quality guarantee mechanism of the network science information is constructed essentially.Chapter five talks about the application strategy of the framework of network science information quality guarantee mechanism. By doing empirical studies of the decay law of the usage of network science information, we find the disparity of different subjects and different kinds of network science information life-cycle. By making the application for the framework of network science information quality guarantee mechanism, we present the application strategy of the process in which the network science information manufacturers develop, manage and utilize information. The implement strategy includes investment, cost control, supporting facilities and technology of network science information.Chapter six takes an application test of the framework of the network science information quality guarantee mechanism. Choosing the web site "www.paper.edu.cn" as object, we apply the framework of the network science information quality guarantee mechanism to develop a quality guarantee information system used to publish paper on line. This system is to improve the quality of paper published on line and to satisfy the people’s requirement to network academic information resources. Chapter four focuses on the developing needs, design program and the techniques of the system.Chapter seven is the summary and outlook, it combs the conclusion of the study, analysis the shortcomings, and discuses the future research.29 diagrams,13 tables and 6 appendices are included.
