With the development of science and technology, the efficiency of usage of resources is improved tremendously and the scope of the resource is broadened, which make the useless thing and waste valuable. People begin to consider resources as a boundless set. This does not mean a specific resource is boundless, but it means people can improve the efficiency continuously and the kinds of economic resources can be broadened. Traditionally, the economic resources are land, labor and capital, which is too narrow to explain the fast-changing phenomenon of modern economy. Some invisible resources, such as knowledge, information, entrepreneurship, social capital, play increasingly important role. This research proposes the general resource view (GRV) based on the in-depth study of literature, which broaden the horizon. GRV is composed of social and natural resources. Natural resources are those exist naturally, which is not influenced by human beings’power of will, such as mining, forest and environment. In different stage of development, the categories of exploitable natural resources diverse. Social resources are invisible resources generated from human society, which are important part of economic growth. The depth and width of exploitation of natural resources are definitely dependent on social resources which are composed of complex social network resource, knowledge resource, information resource, finance resource, institution resource, entrepreneurship resource and policy resource etc. This dissertation focuses on the general resource system which plays a key role in innovation and explains the function and mechanism in economic activities.Another work of this dissertation is to study the small-an-medium-sized enterprise clusters (SME clusters) based on GRV. General resources are inputs of innovation in SME clusters. Innovation capacity of SME clusters has been the hot issue in academic field and researchers study this issue from the point of innovation input, mechanism and influencing factors, entrepreneurship, innovation network, social network, institutions etc. Those studies improve the understanding. However the general resources are basic condition of SME cluster innovation, which is not fully recognized in the existing literature. This dissertation studies the method to improve SME clusters’innovation capacity from the point of GRV.The improving SME clusters’innovation capacity is an issue in economic system, which requires the system science and system evolution approach to offer explanation. This dissertation uses system theory, complex social network theory, evolutionary game theory etc. to approach the innovation capacity of SME clusters. SME clusters are complex social networks which evolve over time which influnce the innovation capability of it. Other general resources function based on complex social network, and are allocated through the network. A complex social network evolutionary model, expanded BA model, is built to explain the four evolutionary stages of innovation capacity.SME clusters’innovation capacity is emergence of general resource, which requires the interaction of active social resources which includes intelligent actors, and natural resources. The system of SME clusters’innovation is a complex system which has the characteristics of self-organization, organization and evolution. This system’s characteristics of dissipative structure, entropy, small world and scale free are discussed. Evolutionary game models are built to illustrate the micro-mechanism of formation of SME clusters’innovation capacity. Through the selection and establishing ties mechanism, the small-world, scale-free network are formed. This dissertation also analyzes the influence of environment on SME clusters’innovation capacity.Improvement of SME clusters’innovation capacity requires the method of applying self-organization and organization based on the understanding of mechanism of its innovation. The difference of SME clusters’innovation capacity comes from general resource endowment, evolutionary stages and social service. Based on the understanding of SME cluster innovation capacity, this dissertation proposes a T.A.O. (technology, attractiveness and openness) framework to improve the innovation capacity of SME. Through a case study, policy suggestions are given.The innovations of this dissertation are:1) Establishing the general resource view based on which the composition of SME cluster innovation is studied. This is a brand new theory which broadens the understanding of both types of resources and innovation of SME clusters.2) Establish a framework to study the difference among SME clusters based on general resources view. Furthermore, the life cycle of SME is considered and specific suggestions are made.3) Establish a T.A.O. framework, which is composed of elements of technology, attractiveness and open support, and policy suggestions are made according to it.4) Establish an innovation capability analysis framework with the multi-discipline knowledge, such as system science, complex social network theory and economics.
