The coal and gas outburst is one of the serious natural disasters which threatened coal production, and it happens frequently. Pre-warning, which is one of the important steps to prevent on it, can reduce happening frequency and decrease casualties.Aiming at controlling coal and gas outburst, the pre-warning technology of coal and gas outburst has been studied. By means of combining the research with the theoretical analysis, load tests in-situ, and information fusion technology, the research work has been accomplished with the following achievements:Based on accident-causing theory, the relationship of time-series procedure and internal reasons of outburst was studied. And the control model of "four defense lines" was built. Accuracy prediction and measures for it at budding initial stage could minimize the damage timely.Analyzed the examples of outburst, the tendency of gas emission time-series (which was called G series) in the initial stage was discovered. And the differences of amplitude and frequency of gas emission changing between normal and abnormal was found. In order to construction pre-warning framework, which including concepts, procedure, index and grad, system theory and decision theory and safety theory is used. The examples proved that the main methods of sky chart, G-line and moving average line (MA line) could realize pre-warning in the theory. In normal time, spot density of star chart was very low and distributed equally, and G-line liked a cross, additionally, MA line was plane and amplitude and frequency was very low. But in the initial stage of outburst, spot density of star chart was very high. G-line showed uptrend and the body was easy to change, even showed "three even-yang". MA line touched the G-line even crossed it frequently. And the frequency of change could be 7 times comparing to normal time.In order to build coal and gas outburst pre-warning system, SQL Server2000 and Microsoft Visual Basic6.0 were used. And the soft system was useful and operable.
