The Application And Theoretical Framework Of Resource-saving And Environment-friendly Society

After entering the period of industrial civilization, the economic and social developmentof human society,have been rapidly developed but at the same time a number ofresource and environmental problems have also accompanied along. Currently, resourceshortages and environmental problems have become a major constraint of the economydevelopment. In this case people start to reflect on the traditional model of economicdevelopment, re-examining the relationship of economy, environment, and resources,searching for a new development model. The construction of "resource-saving andenvironment-friendly society" is of great significance put forward by the ChineseGovernment as a development model with national conditions for promoting regionalsustainable development.This article is a research related on the theory of developing the two social connotationsthrough the analysis about the development of resource and environmental problems athome and abroad and the theory of sustainable development and the construction of twoand significance of an in-depth discussion. With the reference of paradigm theory, twotype social basic theory system has been fully constructed. At the conclusion of theanalysis on the concept on the basis of the two-community, it has been proposed that thetwo societies should be environment-friendly, resource-saving as a basic feature, byadjusting the relationship between human society and the natural environment system asthe main means of achieving economic and social development in the region andsuitable models for the sustainable development of the natural environmental conditions.Through the two-community analysis of ecosystem structure and function, twosocial-ecological systems environmental support systems and systems of production andconsumption can be divided into two parts according to the function. And the function isto be completed by the population flow, the information flow, the material flow and theenergy flow which are interacted and promoted by each other. For easy guidance,follow-up and evaluation of two community-building processes, the different levels ofevaluation index system has been bulit according to the provisions of two socialhierarchy of spatial scale. Counties in Dingxi have been selected as a research unit,providing the appropriate reference for the construction of two-social-community forthe Western arid and semi-arid region.The following result has been concluded by the research:⑴The succession spectrum theory of relationship between man and nature has been raised up, and with the reference of paradigm theory, two basic theories of society havebeen drawn including supporting the underlying concept, definition, content, features,and model systems.⑵The provincial, city and county-level two-social evaluation index system has beenbuilt according to the spatial scale of the construction of two-social-community model.⑶With the help of two of social evaluation index system in this article, the empiricalresearch in Dingxi has been made. The comprehensive benefits of eco has being raisedgradually from1997to2009in Tongwei County, Longxi County, Weiyuan County, inLintao County, Minxian and Nanzhang County. In addition to resources supportingspatial indexes declined between2005-2009, the environmental capacity of generalizedsocial space, space, as well as spatial index in the7County area showed a significantincrease, particularly with regard to spatial index of regional decisions, other countieshave reached weak in2009from the previous extremely weak except Tongwei County.But composite indices are still in extremely weak or weak phase in the entire7Countyand district, it also means that there is still a big gap from the developed areas despitethe developments by raising the level of regional socio-economic development inDingxi city, improving the ecological environment condition come, graduallysynchronization of socio-economic development and ecological environmentconstruction of harmonious development. According to the performance evaluationresults, the development restriction factor in Dingxi city includes six main areas: delayof Socio-economic development, poor ecological environment and natural resources,irrational industrial structure, population pressure and the imperfect development ofurban system. According to the analysis in this article, the following11prospects arethe key construction requirements and also the key elements of assessing whetherDingxi could reach the level of the two-type-community social model. The11items are:per capita GDP, town of rate, urban and rural residents income ratio, and renewableenergy accounted for energy supply share, and population density, and million Yuanagricultural average water output, million Yuan GDP water consumption, per capitapublic green area, forest coverage, and soil erosion governance rate, and ecologicalconverting accounted for farmland area ratio.
