With the great development of industrialization and urbanization in Wuhan city circle, as well as the sustained population growth in this area, series of severe problems emerged however, which are large quantity of limited resources and serious environment pollution. At present, the available resource storage and environment carrying capacity are unable to meet the needs of high speed development of economic under the classical mold. Therefore, this paper analyses socioeconomic development and environment situation of Wuhan city circle from two aspects: resource-saving and environment-friendly.After summarizing resources and environment theories related to the Wuhan city circle, this paper describes the background of building up Wuhan city circle to be two-oriented society, and furthermore, it made an environmental resource comparison among Wuhan city circle and other middle city circles. Based on these results, the paper selected eco-efficiency method to evaluate resources and environmental efficiency of Wuhan city circle through comparative quantitative research about the resources and environment efficiency by means of three methods, which are material flow analysis, ecological footprint and eco-efficiency study.The evaluation idea of this paper is that the Wuhan city circle was seemed as a black box, only considering the relationships between resources inflow and waste output of this black box and socioeconomic development during the model selection. Complying with principles of guidance, simplicity, comparability and data procurability, this paper chose five indices from resource-saving and environment-friendly view, and uses them to evaluate Wuhan city circle in terms of IPAT equation. Meanwhile, it put forward the indices IPAT-based evaluate system about two-oriented society for Wuhan city circle. It makes a comparison and further analyses about the development situation from 2000 to 2007 of Wuhan city circle, Hubei province and the whole country from five points listed as follows: energy consumption, utilization of water resources, waste water discharge, exhaust emission and solid waste generating process. Moreover, it evaluates the development situation of Two-oriented society in Wuhan city circle.The preliminary evaluation conclusions are as follows: The energy productivity of Wuhan city circle is low relatively, because of these, there is a need of more strengthened control of energy consumption in industrial cities such as Huangshi, Ezhou and so on; Although rich in water resources, wasteful phenomenon is serious either, so, government should put forward a intensity measures of water-saving towards various key industries in different city; However, the overall situation of environmental indicators in Wuhan city circle seems well, but the cities should enhance the supervision.At the end of this paper, it proposes some suggestions on the construction of two-oriented society in Wuhan city circle, from the view of resource-saving and environment-friendly.
