Wetland has a huge environmental, social and economic functions. It not only providesthe production of human life in a variety of resources, but also against floods, runoff regulation,improvement of the environment, pollution controlling, protection of species genetic diversityand landscapes, and maintenance of regional ecological balance and so on. However, for a longtime, due to population growth and rapid economic development, the contradiction between thedevelopment and resource, environment were increasing, resulted in a number of changes inthe wetland functions and purposes, also in wetland area decreasing, functional atrophy,depletion of water resources, the ability of regulation climate decline. It not only directly affectthe safe supply of water resources, reduce the rivers and coastal flood storage and flood controlcapacity, increased risk of waterlogging disasters, but also destroy the habitat of wild flora andfauna, brought many species into an endangered situation.Wetland restoration project, based on the ecological theory, is aimed to the healthydevelopment of the damaged wetlands by implementation of a series of engineeringinterventions to achieve the goal of wetland system. The central authorities had alreadyinvested RMB140millions yuan in205projects to protect and restoration wetland between2006-2010. In2010, Northwest institute for forest inventory, plan&design of State ForestryBureau was intrusted to qualitative evaluate these projects by the Wetland Protect andManagement Centre of State Forestry Bureau. The results showed these projects had obviousachievements in protected wetland.It is very important and urgent to put forward a set of practical index system based onquantitative to carry out normalized and scientific project evaluation for management. Inorder to satisfy these needs in state wetland management, the author is engaged in projectmanagement for many years and processed abundent primary resoure about wetland projects.Wetland protect and restoration evalution was carried out by collaboration with research tem on ecological, wetland science in nationwide wetland protect and restoration projects, researchachievements were obvious, two articles on wetland protect and restoration evalution werepublished in CSTPCD and formed this dissertation.This dissertation consisted by7charpters. The first charpter is introduction. It mainlyelaborated overviews on Chinese wetland resource, value and function of wetland, problems oferea decrease and function descend and biodivrersity drop markedly in Chinese wetlandprotection. And a mass of literatures on technology of wetland protect and restoration,evaluation of wetland were summarized in this charpter. The aim and importance of this studyis discussed on base of Chinese wetland protect projects.The second charpter is research methods. In this research nationwide wetland protect andrestoration projects was chosed as object,20projects were selected as samples acording towetland district, wetland kinds, protect method. Combination of qualitative research andquantitatiove research was chosed as research method, complemented by analyses typical case.The technology roadmap was clear and definite.As one of the core content of this dissertation, the third charpter is the qualitativeevaluation of nationwide wetland protect and restoration projects. The progress of nationwetland protect management was elaborated, vitale functions of nation wetland protect andrestoration projects was analysed. The goal and status of tasks accomplished were conclued,benifits in ecological, economic and social achievement by projects were evaluted inquanlitative method. Meanwhile, natural and social conditions of20projects were analysedone by one, Background of20engineer projects were clearly.The fourth chapter of " wetland protection and restoration project evaluation indexsystem"was the core content with the originality, and mainly the construction projectevaluation index system and evaluation method were set up in the chapter. the AnalyticHierarchy Process and Fuzzy Comprehensive Evaluation Method were conducted, total projecteffect was made to the target layer, first level object was made up of five objects,including "theproject pre-construction","the project construction to carry out" and so on, each level object was composed of a plurality of second level project, total project evaluation index systemwas set up with five the first level object and fifteen the second level object.,and value of eachof project on the" General engineering effect " was calculated. According to the value, thesample project score was quantitative evaluated by using the fuzzy comprehensive evaluationmethodThe fifth chapter was wetland protection and restoration project evaluation results.According to collected, master project data and information, Twenty sample projects wereconducted a quantitative evaluation one by one by using the evaluation index and method infourth chapter. Completion of each project, as well as the ecological, economic and socialbenefits were discussed by the wetland protection and restoration project. The results showedthat an average score of twenty engineering was93.09, the each of project reached excellentgrades.The sixth chapter was case analysis on wetland protection and restoration project forecological effect. In order to resolved question about the lack of information of each project ofecological monitoring, the assessment on the ecological indicators inadequate consideration,examples were made about the lakes (such as Honghu lakes) and marina (estuary) wetland(such as Shanghai Chongming Dongtan wetland), respectively, and effects of water qualityof lakes and coastal wetland vegetation were discuss by these projects. The results show thatlake water quality had improved greatly though the implementation of Honghu nationalwetland protection and restoration project. The implementation of national wetland protectionand restoration projects were not made in Shanghai Chongming Dongtan wetland, Scirpusmariqueter community of providing quality for waterfowl habitat and food source was thetrend of degradation, the results indicated that national wetland protection and restoration ofwetland ecological improvement was effective in some extent.The seventh chapter was results and discussion. Two conclusions were made in thechapter, the first, this research on the wetland protection and restoration project of theevaluation results and the national management department that evaluation results were consistent through comparative analysis; and the second, the evaluation index system andevaluation method by constructed was feasible in this study, and had maneuverability, butthey would be also further improve the space. The evaluation results were analyzed, suggestwas proposed including in the next step of project construction key, science and technologymeasures.In conclusion, a set of wetland protection and restoration project evaluation index systemand evaluation method of engineering were build up in this paper, and evaluation of projectwas carried out, it was puts forward to technology measure of the next project construction.At the same time, the problems were also analyzes, it was put forward to the new researchdirection about increasing the ecological effect index of wetland protection and restorationproject assessment.
