Reserch On Symbiotic Strategy Of New Town Growth And Central City In Metropolitan Region Of China

City formation has more than one thousand years, during which they kept renewing.Especially after the Industrial Reform in the 1750s, cities have grown by leaps and bounds. That is to say, the development of cities offers most active space. It is fresh and powerful because it witnessed human history. The new form of cities'development, which was adopted to relieve urban problem by western countries after World War II, has even more become carriers of urban space growth at the high-speed of Chinese industrialization and urbanization and meanwhile established a new starting for modern cities'research. But there is an unavoidable problem that massive new towns'construction, which have promoted China's economic development and relieved major city's pressure of population, housing and transportations, have led to a series of new problems, that is massive new towns have become"vacant city","sleeping city". Therefore, the paper put the research on the basis that new towns'construction should be a product of evolution from centric aggregation power to eccentric spreading one and on the fact that China is now on the stage of urbanization and high-speed industrialization.However, only after various capacities and sources aggregate intensively and then realize high-speed development, the tendency of eccentric need of city itself will appear in order to grow efficiently. Meanwhile based on the background of domestic and overseas development of China, metropolis are still the emphasis of China's urban development for promoting competitive strength and completing urbanization. Consequently, the author proposes that the new towns'construction plays a role of carriers for the urban space growth whether from the need itself for development power evolution or from the nation's development strategy, on which the author established a framework for the research. On such basis , the author established a concept ,in which different stages of new towns'growth and major city realize symbiosis, as a guidance for studying sustainable development of cities by introducing a perspective of regional symbiosis and basing on the establishment of the concrete objective of research,. The paper will explore symbiosis strategy on this point.First by contrasting and analyzing laterally and vertically, the author in the paper interpreted some characteristics of different development stages of domestic and foreign new towns and illustrated that the new towns'construction in the background of current high-speed urbanization and industrialization is both different from the suburbanization of western countries'and from the features of any stages of Chinese history whether in the environment of convalesce or in the model of new towns and way of growing. Accordingly by combing China's new towns'construction status and cognizing its realization path, the author proposed that the construction of new towns should be based on the objective situation, that is the population is large and increases fast, per capita income is lower relatively, restricted by territory. Comprehensive metropolis is choice of a model, and work (industrial function)—housing(living function)—commercial, business (service function) should be growth path of new towns based on the various growing mechanics on the diffrerent stages such as forming stage,growing stage and mature stage. On the point, the author will complete the defining of concept of new towns research and connotation characteristics and clear the concrete content of the dissertation.Then, one finding in the paper is that there is a problem in the construction of function, vitality and space in China's present new towns based on the analysis of new towns'current problems by establishing oriented thinking. Meanwhile the author proposed that new towns'function, vitality and space has become a core connotation of China's current new towns by analyzing cities'evolution power, construction goal and conditions of new towns'construction.On the basis of interpreting the idea of biological communities symbiosis and urban growth theory, the author formed a concept of new towns'growth and major city symbiosis and constructed a strategic framework by establishing new towns'growth and major city symbiotic strategy by means of symbiotic power and symbiotic mode.In the end, the paper proposed that we should construct corresponding symbiotic strategy on different stages to instruct the function growth of new towns and organizational symbiosis of major city; vigorate growth of new towns and coupling symbiosis of major city ; spacial growth of new towns and succession symbiosis of major city on the basis of different unit and interface of symbiotic relationship between new towns and major city on different stages of development. The paper put it as implementation strategies of the research that eventually the expansion of function, vigorate and space of new towns will promote its integration ascension of major city's connotation, realizing the symbiotic relationship of the collaborative development and mutual benefit between the growth of new town and major city.By introducing regional"symbiotic view", the paper proposed a targeted symbiotic strategies by exploring symbiotic motive mechanics of the new towns'growth on the basis of the designed patterns of the symbiotic realization of the new towns'growth and major city. Meanwhile, the paper offers a scientific viewpoint for interpreting the research of new towns'growth. Organizational symbiosis of function, coupling symbiosis of vigorate and succession symbiosis of space of new towns and major city promoted a new growth path for the new towns to attract employees, to stablize living, to make the service prosperous and offered a new direction and viewpoint for studying new towns.
