With the high-speed development of economic at city, the potential highway resources are less and less at many big cities. The provided highway resources were being restricted, and the contradiction between the supply and the requirement of the highway becomes acutely. There are mixed traffic flows which consist of motor vehicles, passengers and non-motors at signalized intersection. It usually becomes the zones where occurred accidents and crowded jams. There are distributary, converges and conflictions for the mixed traffic flows in that place at the same time. Then, it becomes the "bottle neck" for the urban traffic network. With the extending of the jams, it will be affect the upstream and downstream traffic flow. That will be increasing the inconveniences to the citizen, consequently, how to providing the technical indexes to the management availability and rationality. Decrease the delay of the signalized intersection to the motor vehicles, passengers and non-motors. Improve the level of services of the signalized intersection. That will be playing the main roles to the development of city.The mixed traffic flows consist of passengers, non-motors and motor vehicles at signalized intersection. The capacity of the signalized intersection is less than the section of the highway. Used the capacity, saturation and delay of motor vehicles for the indexes to Level of Service, it can't reflect the surely traffic flow for the signalized intersection. This paper analyzes mainly the capacity, saturation and delay of the mixed traffic flow at the signalized intersection. Reflect the really conditions of the mixed traffic flow. Provide the basis parameters and theory for the signal control, programming and evaluation of the urban management. Meanwhile, motor vehicle delay at signalized intersections is the important measure of running efficiency and server quality. It reflects not only the drivers discomfort, restrain, oil consume, time lose, but also reflects the logical of signal control and design. This paper based on the survey datum, talks about motor vehicles, passengers and non-motors movement characteristics at signalized intersections, then analyzes the conflictions of the passengers and non-motors with the motor vehicles. Put forward the modify measures to saturation and the fomulas of the capaticy. Analyze the queueing headway distribution is obtained from survey datum, erect the delay model. Due to the different movement characteristics between the turning motor vehciles and the straight one, there are conflictions with the passengers and non-motors, discussed the delay under the conflictions. At the end of the paper, explore the measure for the Level of Service with the variance analysis method.
