In order to evaluate the achievements from the project of forestry and forest ecologicalconstruction in Suqian, the paper studied on dynamic monitoring on the forest resources andevaluation of the changes of forest ecological service function during2000~2010.1.In recent years, with the developments and applications of3S technology, it used themethodology combining3S technology and field investigation methods. Gradually, the resourcesurvey that completely relied on the field was changed. This paper concerning the forestresources information extraction and comparison method is the different classification methods toanalysis on a single period of remote sensing image choosed from2000,2005,2010three stageabout Suqian forestry. It thinks that the decision tree classification method is more suitable forclassification of the TM data. In order to improve the precision of classification, it needs not onlyfor joint with multi-temporal remote sensing data adding forest information about texture,quantity, area, which to differentiate the forest resources and farmland or other objects like"different type with the same spectrum", but add geographic information data to improve theclassification accuracy and accurate the result of the forest area. Knowing from the classificationresults, the classification accuracy is obviously improved that compared with the maximumlikelihood method classification. And comparing the classification results with the actual data ofSuqian, the accuracy of the forest classification accuracy is above90%, which can achieveclassification accuracy;2.The preprocessing operations included the geometric correction, the mosaic, therestoration and the atmospheric correction. And images were mosaic the three period data withthe histogram matching colors and boundary feathering respectively to achieve better mosaiceffect. Because the TM data in2010has the SLC-OFF phenomenon, the adaptive localregression matching algorithm was used in order to better treatment. Choosing the fittingatmospheric correction method, the FLAASH module and6S model combining method waseventually used through much comparative analysis. This method not only has the highcalculation efficiency to help extract the real surface reflectance, but also solves the difficultacquisition of meteorological data. That is good use of the forest dynamic monitoring; 3.By the calculation, the area change of total forest in Suqian from2000to2010increasedfrom616.83km2to918.5km2. For the three periods of forest dynamic monitoring in Suqian, thispaper used a variety of methods for the comparative analysis. This paper describes three changedetection methods, including post-classification comparison method, the change vector analysis,change detection techniques based on pixels and the integrated method. The best method ispost-classification comparison method to study the changes of forest and other land cover. Itcould obtain the change types. Combined with the overlay analysis function of GIS technology, itdetermined the mechanisms of forest resources during the decades in Suqian;4.Using multiple linear regression method to establish the forest stock volume estimatingmodel and the canopy density estimation model, this paper estimates the forest volume in Suqianin the decades. It determines the optimal combination forecasting model in using principalcomponent analysis and stepwise regression method. The statistics about the canopy density andgrade of forest classification of the three periods in Suqian show that Suqian had someachievement to the forestry development for green ecological Suqian. The forest volume risesteadily, and forest volume per unit gradually increased;5.The application of3S technology and AHP method is to evaluate the forest ecologicalservice function in Suqian. The evaluation results showed that forest ecological service functioncan achieve good grades during the three periods Forest ecological construction in Suqian hadalready saw the effect. As a result, the rate of the industrial development and the populationgrowth is far greater than the speed of the forestry development. Then it needed to achieveexcellence in greater effort. And this paper has given some rationalization suggestion.
