Annual forest inventory has got more and more attention in recent years.This research focuses on the development of techniques for the establishment of a new annual forest inventory(AFI) system at province level with a study case in Zhejiang province. These techniques include the sampling scheme design and the related population parameter estemation based on the present National Continuous Forest Inventory(NCFI) system with a 5-year remeasurement period.A new system with detailed methods is proposed according to the special condition of our own country after reviewing the forest inventory history,the researches and the practices about AFI in the world.The main results in this dissertation include:1. Three sampling schemes with detailed parameter estimation approaches, (a) Random scheme. It takes the plots as basic sampling units and samples them randomly. One third of plots measured formerly in each recent year are sampled. Plots to be remeasured distributed randomly at ground,not systematicly. (b)System scheme. All plots are divided into four panels systematicly according to their ground distribution and one panel for one year. Plots to be remeasured distributed systematicly at ground. One ninth of the total plots are remeasured every year and the rest are remeasured one time and only one time in 4 years. (c)Block scheme. The inventory region is devided into blocks and each with about 50 plots and then these blocks are treated as sampling units and are sampled randomly.2. Some improved methods are proposed for the situations where the remote sensing technique is combined with ground survey. The three-phase sampling approach proposed here takes the remotely sensed imagery plot data as the first-phase sample, the data of all plots in the population measured former as the second-phase sample, and the data of plots measured in the AFI year as the third-phase sample. The third-phase sample is a subset of the first and the second samples, and the second-phase sample is a subset of the first-phase sample.3. Approaches for annual growth, consumption and motality estimation.4. It the precise variances and covariances estimation formula for both of area and stock estimates.5. Some multiregression formula are proposed in the estimation of stocks and their changes.6. Some application examples based on the data of national forest inventory and annual forest inventory in Zhejiang province show that the methods are practical.
