Regime Form Of The Shaanxi-gansu-ningxia Border Region And Social Development (1937-1945)

This dissertation is mainly on how the Shanxi-Gansu-Ningxia Border Region Government, led by CPC, adapted itself to the historical trend to exist in the serious situations and develop and conse-quently give an impetus to the all-round progress made in the border region. With the Border Region Government as his object of study, the author also researches into the close relationship between the government and its social development. Sixty years ago, a serious strategy mistake made by CPC led to a total destroy of the local revolutionary powers established in the armed inde-pendant regimes in Fu Sian. and Jiang xin provinces. Under this condition, CPC had no way but to pursue a solemn and strring strategic shift of its troops, known as the Long March. During this shift, CPC suffered another great loss,of a sharp reducflon of its troops from 80,000 at the beginning to a meagre number of 20,000to 3 0,00 at the end. Upon arriving in the northwest of China ,the remained part of the CPC troops(the red army men )ran out of ammunition and provisions and became extemely exhausted. Although CPC led the troops to set up a thin and weak revolutionary power -the Shaanxi-Ningxia Border Region Government, on the desolate and unchltivated land, the conditions it had to be faced with were very bad. To its east, across the Yellow River, were. stationed the picked Japanese invasion troops, the other three sides were encircled by the well-equipped KMTtroops, even Jiangkaishi made the conclusion that the government could only exist for a short while ,and the public held a pessimistic opinion as to how long the government would 3 DOCTORAL DISSERTAMCN exist. However, this seemingly weak government not only survived the bad conditions it was in, but also developed quickly. Besides, the then 1 Osquare kilometer regionw as administered so well that it became a sacred revolufionary centre. By this time, the British and the United states governments had to chang their attifude that KMT was superior to CPC, After the vicfory of the anti-Japanese war the border region government dared to fight against the seemingly strong and menacing KMT government, and it only took the border region government a little more than 3 years to beat the KMT troops and seized its power~ which not only made the 揺lder brother? Soviet Union amazed, the British and the United States governments dumpfounded, but also brought the KMT government led by Jiang Kaishi into great panic. What is the reason for this? In the previous years, many historians have presented their specific explanations from the point of view of political history. While the author tries to make a study of the reason from another angle梩he history of society. That is to say, the CPC抯 success lies in the fact that it adapted itsely to the historical trend of the society. How? First, the CPC border region government claimed itself a part of the KMT government and the border region a special administrative district. So the KMT government had no excuse to block, encircle and suppress it.
