This paper studies reform in English teaching from the angle of management and technology, i.e., at a more macroscopic level and a more microscopic one than the traditional teaching approaches or methods.The author advocates that the methodology of economic management should be used in English teaching to scientifically coordinate sequential activities or simultaneous factors in learning. To foster students' sustainable development abilities in English, the author puts forward ways of reform in testing, improving learning strategies and motivation, incorporating EGP(English for General Purpose) with ESP(English for Special Purposes) and integrating study with learning. The author also studies the contradiction between learners' psychological needs and social needs, analyzes its root cause from the angle of education, and has experimented with a solution to this problem by discussing hot topics of contemporary youth with multi-disciplinary views.As an advocate of the newly put forward lexical approach, the author comes up with an algorithm for computer recognition of the similarity in spelling between English words, a method different from mat used in molecular biology to detect the similarity of protein or DNA molecules, and has developed a software for spelling structure analysis of English words. In the respect of semantic classification, by using his own ideal and HNC (Hierarchical Network of Concepts) theory, the author constructs a hierarchical, clear, methodical and well-referenced vocabulary system. On the basis of spelling and semantic research, the author analyzes the two-dimensional structure in English words and discusses its computer recognition method. Furthermore, by combining technology with art, the author studies the application of similarity in spelling to rhetoric and has solved a number of difficult problems in Chinese-English translation.The author hopes that this paper can bring scientific enlightenment fordecision-making in English teaching, provide teaching with more economical approaches and higher efficient ways, and that the learning which is characterized by regularity, thinking, fascination and aesthetics will help cultivate both the rational spirit and artistic accomplishment of students, bringing about the perfect integration of scientific and humanistic quality.
