This paper is intended to study the relationship between learning strategies and English proficiency of non-English major university students. The paper firstly discusses the theory of learning strategies, mainly discusses English strategy training for learners and the role of the teacher.A variety of instructional models for foreign language strategy training programs have already been developed and put into practice in various educational settings. The options to be described below include: general study-skills training which is separate from the language course, awareness training both through lectures and through workshops, peer tutoring, the insertion of strategy discussions directly into the textbooks, videotaped minicourses, and strategies-based instruction in which strategy training is fully integrated into the language curriculum under the guidance of the teacher. Each option differs in the level of explicitness of the training, the level of student awareness of the practical applications and transferability of the strategies, and the level of integration into the foreign language curriculum.One potentially beneficial shift in teacher roles is from that of being exclusively the manager, controller, and instructor to that of being a change agent—teachers as diagnosticians; teachers as learner trainers; teachers as coaches; teachers as coordinators; teachers as language learners; teachers as researchers—a facilitator of learning, whose role is to help their students to become more independent, more responsible for their own learning. In this role, the teachers become partners in the learning process.Finally, the paper makes researches about the influence of English proficiency of non-English major university students based on strategies training. The research includes the student of Harbin, Qiqihar and DaQing, and the conclusions are:1. Strategies-training has the influence on ability of English listening comprehension.2. Strategies-training is the most important way to raise the level of English listening comprehension.3. Strategies-training has the influence on ability of grasping English vocabulary.4. Non-English major university students' autonomy learning ability is low.5. Listening strategies can be trained.In author's opinion, with the further research of English learning strategies, if problems of them can be solved thoroughly, we can not only raise the quality of our English teaching, but also reform our English teaching method.
