The relationship between the State and the individual has become an important question in the course of the development of the state, the individual and their harmonious relationship. In the background of the global economy and intellectual economy, the competitions between the states have become more intense. How to keep a powerful advantage has been urgent for each state in this world. The state's initial question is to keep itself full of power and strength. The relation between the state and the individual will play an important role in the course of developing the state as a powerful and strong one. This dissertation, therefore, has focused on the relationship. Basically the development of one State can not be separated from the development of an individual which is the composite part of the state. How to deal with the interaction between the state and the individual would influence the competition of the state at the international affairs. The author has stressed that the key to the successful relationship between the state and the individual is to make the role of the state and the individual in more clear terms. The state should first of all change from its traditional ruling function and focus its function on serving its people, offering individuals more opportunities, policies and regulations and management. While the individual should feel thankful to the government and make full use of the state's policies and develop its own ability to contribute more to the society. With the development of the state, the state will offer better and more just systematic environment for the development of the individual so that the harmonious relationship between the state and the individual has come into being. Philosophically speaking, to explore the relationship between the state and the individual is also an exploration and constructing of the modern outlook of the state whose aim is to offer a new perspective for the relationship between the state and the individual in the development of Chinese Politics and also to broaden the referent system for studying the changes and systematic creation concerning the relationship between the state and the individual and finally achieve some helpful inspirations. This dissertation consists of four chapters and a brief concluding remark. Chapter one has discussed the necessity and its importance of studying the relationship between the state and the individual from three perspectives: international competition, intellectual economy and socialist market economy, and has also summed up the achievement about this topic in China and other countries. The development of the international competition, intellectual economy and socialist market economy has demanded the state to change its own traditional role into a serving one and strength its own comprehensive power and also demanded the individual to improve himself in various way. Chapter two has studied the relationship between the state and the individual from the ideological history and divided its history into three phrases: during the first phrase, the relationship is that the individual has depended on the state which occurred mainly in salve society and feudal society and its striking characteristic is the dependence of the individual, the masters' possession of the slaves, landlords' possession of the farmers, unequal in law, and the objectivity of the individuality has been overlooked and distorted and their freedom has been robbed and become dependant upon the state. The function of the state is to exploitation and oppression upon the individual. During the second phrase, the individual has become independent from the state which occurred mainly in the capitalist society. The striking features are the independence of the individual. But owing to the existence of the capitalists' exploitation of the working class, the alienation of the individual still happens in the capitalist society and the individual can not develop fully.
