Harbin is the central city in the north of northeast china, the key old industrial base and world renowned ice and snow city and famous historical and cultural city, how to meet the new challenge of globalization in the new historical period , implement the views of scientific development and realize"Five Integrations", is the important topic of the development of Harbin metropolis ring.
