Concomitant with the acceleration of economic globalization and regional integration, regional planning, with the aim of pursuing regional coordination and sustainable development, regains the attention of the whole world. Under this background, however, negative competitions between cities and regions and redundant construction, which is caused by long term administrative division, can be witnessed frequently. The rational choice of governments of different levels who enjoy somewhat uncoordinated autonomy leads to overall disordered and non-rational development. Short-term interests of some cities and areas are gained at the expense of regional interests and long-term interests. Regional cooperation with cities being the focus is trapped in "prisoner's dilemma". To certain degree, paradoxically, no era has witnessed a higher desire to pursue interactive and positive environment between cities than nowadays, which calls for the establishment of regional planning that can take interests of all related parties into consideration and provide restriction, guidance and adjustment with stakeholders. With clear contrast with present real demand, traditional regional planning theories and methods can't meet current requests, and the outdated theories have become the "bottleneck" of developing regional planning in modern days. Based on this, this dissertation uses the contract theory of planning as the presumption, gradual reform as the foundation, regional interest coordination as the main line, game theory as the main analysis instrument, in the meanwhile applys regime theory, public choice theory and urban and regional gocemance theory in the analysis and study of the focal task,value,contents,management and implementation of China regional planning in the New Period.The dissertation is composed by 7 chapters:Chapter One Introduction. Upon introducing why this topic is selected and defining basic concepts and research objects, Chapter One makes a summarization and evaluation on existing studies and then fixed study topic, research framework, methods and working scope of this dissertation.Chapter Two Enlightenment from Regional Planning Experiences of China and Western Countries. In this chapter, based on tracing the origin of regional planning, this dissertation classifies regional planning in China and divides regional planning of western countries into several stages. After reviewing the past experiences of regional planning, this paper verifies the viewpoint that the essential of planning is an institutional arrangement for social demand in certain time and draws the internal logic of pragmatism in regional planning, pointing out that national and social high demand is the cutting point of practical and theoretical regional planning.Chapter Three Focal Task and Difficulty of China Regional Planning in the New Period. On basis of conclusions drawn in Chapter Two and considering present problems faced by regional development in China in the New Period, Chapter Three puts forward that the focal task of our regional planning is to promote regional sustainable development. Aiming at solving problems in regional coordination, this chapter sets up an analysis framework of governmental behaviors and expatiates where those problems come from in the perspective of government competition and game behaviors. It is suggested that interest coordination of governments is key to regional coordination. Chapter Three is the guidance for following research.Chapter Four Value and Goals of China Regional Planning in the New Period. In an era of interest diversification, being trapped in PUBLIC INTERESTS does no good to the reestablishment of correct regional planning value. Starting with the concept of "public interests", this chapter argues that value of regional planning is oriented in the highest level of public interests, i.e. national interests, whereas local requests should no be neglected in the national-interest-guided regional planning. In a market of administrative power separation, national interests are guaranteed in the conciliation of partial interests and overall interests. About the goals of China regional planning in the New Period, The dissertation holds it is the game outcome among economic development, environmental protection and area justice.Chapter Five Theories and Contents of China Regional Planning in the New Period. Based on regional planning value and goals and in the view of regional coordinating development, from regional interest coordination,this chapter puts forward that theories including regional integration, regional governance, humanism planning should be added into basic theories of regional planning besides regional labor division theory, spatial structure theory and sustainable development theory so as to meet the request of interest coordination and social justice. In the perspective of interest conflicts, Chapter Five explains why regional planning can't be so detailed to cover every aspect. Upon defining the role of market and government in transitional period, it is suggested that the contents of regional planning should concentrate on provision of regional public goods because regional planning is an one of governmental function whose can't go beyond the governmental function in transition .Chapter Six, Management and Implementation of China Regional Planning in the New Period. Firstly,from the viewpoint of interest coordination betweet government and civilian, this chapter argues that public participation is the main means to fulfill the socialization of planning management, which is mainly proposed to restrict governmental powers by social right. Secondly, from the interest coordination among governments, this chapter puts forward the adjustable principle of China regional planning in the new period. Lastly,with regard to regional planning implementation, this chapter holds the implementation of regional planning should set focus on regional interest coordination and establish interest coordination,interest sharing and compensation mechanism.Chapter Seven, Area Interest Coordination of Yangtze River Delta and Its Regional Planning. Based on the analysis of interest conflicts and historical events about interest coordination in Yangtze River Delta ,this chapter researches on Yangtze River Delta planning from planning procedure, planning drawing and planning management.Chapter eight,Conclusion. This chapter summarizes the conclusions of above chapters and puts forward the weakness of this study, unresolved problems and further research.The innovation of this dissertation can be summarized as: (1) adopting diversified perspectives, starting from spatial interest coordination and using game theory as the analysis instrument to conduct the research; (2) establishing an analysis model of governmental behaviors and suggesting the complexity of spaces in regional planning in the view of governmental competition and games; (3) setting up a simple mathematical model to verify why regional planning should not be so detailed to cover every aspects.
