Scientific development view, the harmonious society construction and the party ruling ability strengthening has not only provided the theory direction to reexamine the ethic and value foundation for the public policy, but also created the feasible condition for the public policy ethics research. It is an inevitable subject to strengthen the public policy ethics research in the field of the public policy research.First chapter has proposed the elementary theory question of the public policy. In order to grasp the idea of the public policy, we should focus on t the connotation, the feature and the function of the public policy. The fact and the value of the public policy are not opposed diametrically; the fact judgment and the value judgment relate and unite mutually. Under the foundation of the correct appraisal of the rationality or irrationality of the public policy value view, including the utilitarianism, pragmatism, the deontology and just theory value view of the public policy, and the goal of the harmonious society construction, we should persist the Marxism humanist public policy value view. The character of public is the basic value attribute of the public policy, which manifests the realistic vitality and value rationality of the public policy.Second chapter is about the logical foundation of the public policy value analysis. Based on the above theory and practice analysis and in view of the biased value orientation of the public policy, it is necessary to construct the public policy ethics mechanism to promote the policy rationality and the government's ability to construct harmonious society. The paper has conceived how to construct the public policy ethics mechanism, including the benefit balanced mechanism of public policy; the decision-making ethics mechanism of the public policy; the execution ethics mechanism of the public policy; the ethics appraisal and ethics surveillance mechanism of public policy; as well as the ethics education mechanism of the public policy.
