Namely the National University of 46 English College English Test, referred to as CET, is based on undergraduate science and engineering undergraduate science and cultural use of the two "College English Syllabus," by the Ministry of Education (the former State Board of Education) Higher Education organized by the Division of national unity Billing Division of the standardized national teaching exam. Four examinations began in September 1987, six test began in January 1989, the exam policy was implemented, it has been nearly 24 years, and during the lead as it involves a large number of more controversial, which conducted a number of reforms, with the 2005 launch of the new examination policy, the new round of controversy followed.In recent years, the University of CET on the debate has continued, a variety of mixed views, can be described as benevolent see benevolence and the wise see wisdom. For example, China's university education as an important test policy, the University 46 English exam was developed in the context of how university education but also by how it's affecting, especially when the new policy after the reform, what will it bring problem, and how should college students face? On these issues appear to abolish or enhance theory on the different views. So, from a policy point of view of 46 English exam for university study has important theoretical and practical significance.Text is divided into seven chapters:The first chapter of introduction, describes the research university English four six steps of examination policy origin and the research significance. This chapter presents research university level Four six examination of the causes, as well as the research university band four six test policy causes, analyzes the university English four six steps of examination policy research significance.The second chapter the university English four, six stage examination policy research of the paper, respectively, on the university English four six levels of tests, public policy, public policy analysis of related concepts were discussed, the public policy analysis model are studied.The third chapter introduces the university English four six steps of examination policy problems and causes. First from the policy problems, including the policy making body is too single, policy legal review unconsciously, citizen participation mechanism is not clear, expert consultation mechanism is not perfect and so on were analyzed; and then from the analysis of the problems existing in the implementation of policies, including the transmission mechanism is diseased, supervisory mechanism is not strict, accountability system is not clear; after the policy is the problem existing in the assessment of analysis, including the evaluation of the main lack independence, assessment procedure, assessment method of the lack of transparency in lack of scientific performance evaluation, lack of constraint; and policy adjustment problems such as policy adjustment is not timely, not standard, policy policy adjustment adjusting irrational situation analysis. Finally, to study college English test policy problems, including the policy bias exists, lack of people-oriented policy concept, the lack of national priority value orientation, as well as public policy, public policy theoretical research lags behind the lack of empirical research and case.The fourth chapter from the five aspects of improving university English examination policy suggestions are expounded, including updating university English examination policy concept, perfect university English examination policy making mechanism, strengthen the university English examination policy implementation mechanism, the establishment of the university English examination policy assessment mechanism, constructing university English examination policy adjustment mechanism and so on.The fifth chapter is the conclusion. Again on the university English four, six levels of examination and reform policy and the importance and necessity of the research, and the main conclusions are summarized, also pointed out that the study can also be improved.
