In the field of the moral education, the scholars have mainly focused on the researches concerning the moral contents, moral objectives as well as the moral evaluations. An amazingly large number of findings have been made about these areas, which have provided helpful references for the smooth application of moral education; What's more, the scholars have also made much progress in terms of the moral education operational areas by using all kinds of moral education methods, which have provided the moral education subjects with profound mental reflections. However, people have neglected a very important aspect while reflecting on the moral education effectiveness, that's to say, there's a lack of understanding about the impacts that the external environment has on the moral education.To carry out the moral education successfully, we need to have nice external environment, in which the social mental environment plays an important role, in other words; the external social mental environment has constituted a significant reality context.It's extremely necessary for us to regard the external social mental environment as a closely connected system. It's also necessary for us to understand the internal construction of the system and the interactions between the different factors, which can provide the necessary precondition for the moral education practice. Different social mentality with different characteristics has different effects on the moral education, and there are various features concerning the effects.This paper looks on the external social mental environment as a closely connected system composed of the social mentality, the social fashions, the social public opinion and the social trends.It has also analyzed academically the characteristics, styles, functions, and formative modes. Furthermore, is has analyzed the general characteristics of the social mental environment from the two angles of stability and stratums. Based on this, the paper has deal with the relationships between the social mental environmental factors and the ideology. One specific feature of this paper is its independent analysis of the particular form in the social mental environment——the political fashion. On the basis of the analysis of the interconnections of different factors, this paper has deal with the laws that affect the moral education. Finally, the paper has proposed the methods and strategies, which can build nice social mental environment and enhance the moral education effectiveness. It's certainly true that the positive effects that the social mental environment has on the moral education can not be achieve just by theories. It can only be achieved by many events. This paper has combined with the influential events that have happened in the past two years in China to analyze the functional laws of the social mental environment.(For example, the social mental environment that appeared after the earthquake in Sichuan, many people contributed money to the people in the earthquake-stricken areas .)Based on the theory construction and examples analysis, this paper has tried to awaken the awareness of the importance of social mental environment, and it has proposed some practical ways to create the social mental environment that can contribute to the successful moral education.
