Generally speaking, "imitate and demolish the project material" was the action that the craftsman and the functionary deceitfully encroach on or mendaciously report the project materiel, as well as the action of the supervisor's misprision and pretermission, in the process of official construction. However, the meaning of "imitate and demolish the project material" which was a conception in legislation was of diversification, with the variety brought by legislation in the aspects of content and context. "Imitate and demolish the project material" was an accumulative abuse in constructing project in Qing Dynasty. "Imitate and demolish" was extremely a prevalent phenomenon, ranging from building palace and shrine, or building dyke, road and bridge, to storing falsework and purchasing small material. The codes in earlier Qing Dynasty adopted the divisions concerning "imitate and demolish the project material" in the Code of Ming Dynasty, with some additions and deletions. The Code of Qing Dynasty, which was revised in the year five of Qianlong Dynasty, modified the ordinances concerning "imitate and demolish the project material" added earlier, forming a fundamental legislative frame of it, which was not largely changed afterward in despite of some slight amendments. This essay tries to textually research the historical transformation of the statute concerning "imitate and demolish the project material" in Qing Dynasty, to carry up the attaching ordinances one by one, and to analyze the background and the causation concerning with the diversification and development. This is a static analysis of the guilt of imitate and demolish the project material". Also, it tries to review the effects of the statute and ordinances by phase on the basis of the phenomenon of "imitate and demolish the project material" in that time. This is a dynamic process. The framework consists mainly of the following parts:Chapter One is prolegomenon, which primarily introduces object and range of the research, meaning and objective of it, the actuality of domestic and overseas research, and the researching idea and historical materials; Chapter Two reviews macroscopically the rough status of historical transformation of the law concerning "imitate and demolish the project material"; Chapter Three analyzes the nine attaching ordinances one by one, and reviews the background and causation of their development and evolvement; Chapter Four reviews the effects of the statute and ordinances; finally, puts forward a brief opinion about its development and enforcement.
