From late Qing Dynasty to Republic of China in the social change ofmodern social security system, carried more characteristics of the social relief systemfrom an informal institutional arrangement into a formal system arrangement, itsfunction gradually expanded, not only serviving for the rulers, and promoting socialfairness, alleviating social risks.
